Analysts say with fresh armed clashes in Mindanao, it is unlikely Malaysia would deport Filipinos illegal immigrants back to the areas.

One of the repercussions of the fresh unrest in the southern Philippines would be the derailing of Malaysia’s effort to mount a sweeping operation to nab illegal immigrants in Sabah as part of its nationwide exercise.

The operation in Sabah will not be easy. Sabah has a huge population of Filipino and Indonesian immigrants hiding under various clever masquerades.

The locals in Sabah, especially the Kadazandusun and Chinese, who have been enraged for too long over this perennial issue, handed Barisan Nasional half a dozen defeats in the two communities’ areas in the recent general election.

It was their way of expressing rage at the government’s now well known manipulation of the socio-political demographics in the state.


The latest clash in southern Philippines has thrown up another probability – that of a sabotage.
Many Suluks in Sabah originated or had at one time or another resided in Basilan.

In the latest clashes the main Moro rebel grouping in southern Philippines, the Moro National Liberation Front (MNLF) had been holding about 100 people hostage in clashes with Philippines army that had left at least 50 people dead.

It is reported that as many as 60,000 people have fled their homes around several villages near Zamboanga City and nearby Basilan

While curfew is in place in those places now, violence is not one that is easy to control especially without the agreement of charismatic Nur Misuari, the MNLF supremo who was once governor of the Autonomous Region in Muslim Mindanao (ARMM).

Analysts said with fresh armed clashes in Mindanao, it is unlikely Malaysia would deport Filipinos illegal immigrants back to the areas.

Calculative Misuari

They said Malaysia’s holding capacity of illegal immigrants is also saturating and there would be no way any big operations against them in Sabah would succeed, without deporting them from the state.

Now many locals in Sabah are also wondering if the timing of the fresh unrest in Zamboanga and Basilan has anything to do with sabotaging Malaysia’s latest effort to nab illegal immigrants in Sabah which many claimed to number anything between 800,000 to 1.5 million people.

But Malaysia on its part appeared to have not yielded to the pressure so far, and indications are that big operation to nab illegal immigrants in the country is on.

The calculative Misuari however has never been an admirer of Malaysia’s latest engagement with MNLF’s splinter group, MILF or the Moro Islamic Liberation Front.

He has often said that the entry of Malaysia in the peace negotiations with the MILF has sabotaged the final implementation of the 1996 MNLF peace agreement with Manila.

The MNLF has entered into three agreements with Manila since the time of late strongman Ferdinand Marcos in 1976, under President Corazon Aquino in 1986 to 1987, and President Fidel Ramos in 1996. The agreements resulted in the enactment of the Republic Act 1954, establishing the ARMM.

Now according to Misuari, any agreement with MILF is a violation of the series of agreements with the mainstream Muslim rebels (MNLF) that was brokered by the Organization of Islamic Conference (OIC).

He had insisted that the MNLF is the only group recognized by OIC, representing not only the 11 million Muslims in Mindanao but also the indigenous communities and Christians in the area.
The elusive Misuari blasted Malaysia for interfering in the Philippines’ internal affairs when it brokered the peace talks with the MILF.

He made that claim in October 2012 and he still believes Malaysia’s role with MILF was tantamount to a sabotage of the final implementation of the 1996 MNLF peace agreement.

According to Misuari, Malaysia fears that if the final agreement with MNLF is implemented, it would result in the inclusion of Sabah and Sarawak to the Bangsamoro territory, so it intervened in the internal affairs of the country.

Rewriting history?

MNLF’s Islamic Command Council (ICC) chairman, Habib Mujahab Hashim, in the past had said the framework agreement with the MILF was tantamount to the total abrogation of the peace accord they have with the government.

“But what about the final agreement (between) the MNLF and the (government)? They should have first declared this abrogated and abrogate it officially before entering into another agreement.

“For us, this is a double talk, a betrayal on the part of the government on the MNLF,” Hashim had said.

“Now, they would like to erase that from the face of history,” Hashim said.

Hashim said MNLF would exhaust all remedies by bringing the issue before the OIC, citing the 1996 peace accord was penned in the form of a tripartite and international agreement.

Under the tripartite form of agreement pursuant to international law and international practice, one party cannot abrogate such agreement without the consent of another party, according to Hashim, adding that the MNLF was not consulted on the current agreement with the MILF.

With Misuari last month already declaring an independent Muslim state in the southern Philippines, things would not ease very soon there.

The Malaysian government would certainly be held to ransom by the ongoing armed clashes and violence in its neighbour, the main source of illegal immigrants in Sabah.

That is unlikely, many terrorist group members that had been entering Indonesia illegaly, came from and was trained in Southern Philippines by Abu Sayyaf groups which are also indirectly linked to the MILF and MNLF. In this situation, Indonesia would support Philippines, because every single molecule of their breath costs other people's lifes not only in Philippines but also in Indonesia.

Isn't OP making difference between MNLF and MILF? MNLF is recognized by the OIC while MILF is not. @Wholegrain I think you have good info about this, can you please elaborate more.

MNLF was started by Nur Misuari and it was initially the only rebel group. It had all the different Moro ethnic groups like Maranal and Maguindanaons but it was dominated by ethnic Tausugs and Misuari was the leader. Misuari is an ethnic Tausug.

The MILF broke off from the MNLF, the MILF is made out of Maguindanaons and it also accused MNLF of being Marxist and claimed Nur Misuari was part of the Marxist organization Kabataang Makabayan when he was a professor at the University of the Philippines, and that he was using Marxist ideas like revolution and anti-feudalism. So MILF was insulting them and accusing them of being not Islamic enough, and the Maguindanaons didn't like Tausug dominance.

Malaysia completely dropped armed support to Moros once PM Mahathir and President Ramos of the Philippines agreed to shove the Sabah disputes completely aside, so Malaysia could instead exploit the mineral resources in Sabah and encouraged economic growth. Malaysia didn't really care about the Moro issue, they only cared about keeping Sabah.

Malaysia has since helped the Philippines, it arrested Nur Misuari when he fled from the Philippines in 2001 and extradited him back to the Philippines and now Malaysia has extremely bad relations with Misuari's MNLF faction. Sultan Jamalul Kiram III is allied to Misuari, and he pulled off the landing at Lahad Datu in Sabah and his men engaged in a fight against Malaysian security forces. Malaysia is also helping in negotiations between MILF and the Philippines for autonomy, it doesn't support Moro independence. MILF therefore has better relations with Malaysia.

Sultan Jamalul Kiram III has also never said that he would support Sabah being integrated into the Philippines, he is always careful to say that Sabah belongs to the Sulu Sultanate. He wants an independent Sulu from both Philippines and Malaysia but can't say it out loud.

Now Misuari's MNLF claims Sabah and even Sarawak as part of the Bangsamoro Republik, they want to take approximately half of modern day Malaysia for the Bangsamoro nation.

Misuari said government officials scrambled to meet with Indonesian leaders in Jakarta to ask them to intercede and stop him from declaring independence.

Wow, I had no idea things were so unstable there. It makes sense to have Maphilindo under the circumstances, I can see the reasoning for it. But then that would put the Christians in Philippines in a minority situation, so obviously ASEAN is a better vehicle for conflict resolution and have a balance where Muslims and non-Muslims are almost equally divided.

If we look at EU, under EU, these kind of autonomy for smaller subgroups are much easier to attain, which is not possible under pure nation state entities as we have now.

What do you think of ASEAN on fast track as a solution to all these conflicts? But then China may not like a united region.

I think both OIC and China need to have greater role in settling these disputes for the time being, before ASEAN can become a reality due to home grown public support from people of the region.

Indonesia had a transmigration program to move people from Java and Madura to less populated parts of the country inhabited by other ethnic groups, Indonesia is dominated by the Javanese. This set off several conflicts in west papua, borneo and other areas. The West Papuans and the Dayaks got violent because of the transmigration program.

Some people like Sultan Hamid II of Pontianak wanted to support a federal system in Indonesia, to prevent the dominance of Javanese over all the other ethnic groups so that Indonesia would be a union of states instead of ethnic Javanese dominating the entire country. The United States of Indonesia was mase out of many different component states in a federal union. But Javanese like Sukarno forced them to back down and dissolved the United States of Indonesia and turned it into the Republic of Indonesia. During Sukarno and Suharto's rule, Javanese got the most benefits.

It will definitely be great for all Muslims in these countries and it will bring more stability to the region. But Malaysians will never accept a loss of huge territory which they enjoy and the Philippines Christians will not accept becoming a minority from being a majority. The West will make a great fuss about it, because Philippines is always a potential base for them in time of need.

I think every group (Javanese, Philippine Christians, Malaysian UMNO etc.) established their local fiefdoms and no one really want to give up their position of power and privilege for the greater good of the masses and the region.

And ASEAN integration will not happen as an anti-China bloc, so I think the best is to leave the regions and borders as is, keep this Union talks going just to raise awareness among masses and work with China to integrate the economies as much as possible that will improve the GDP and livelihood of people. I would like to see US, Japan and Korean influence sidelined in this region as much as possible.

USI was partially initiated by Dutch Government via Round Table Conference in 1949. Soekarno viewed this as an effort to crack Indonesia up. Soekarno couldn't dissolve the United States of Indonesia, he was the President of Indonesia but as the Federal system requires parliamentary system, Soekarno was no-one. The acting president of Indonesia, the real power holder, was Mr. Assaat and Mr. Soesanto Tirtoprodjo as Prime Minister. Soekarno was only a symbol with no political neither constitutional power. It's like Jurgend and Merkel, who do you think hold the whip? And Mr. Assaat was practically a non-Javanese as he was born in West Sumatra.

Bold Blue: Sultan Hamid's intention was still unclear, he was brought the seat of USI Cabinet without any Portofolio by Soekarno himself. The interesting fact about Sultan Hamid is that he was an ex-KNIL leutenant and had a pretty much close relationship with Raymond Westerling, who led the massacre in South Celebes 1946-1947.

With the political backup from Hamid, Westerling, with his men (mostly ex-KNIL and DST members) that made up a battalion, stormed Bandung and killed everyone with uniform. Their demand was only one, to let Pasundan remain a federal state and make APRA (armies of Westerling that had been estimated to reach 500.000 men) as the de facto military power of Pasundan state. Now the interesting thing is that if Hamid and his companions wanted to keep Indonesia remain as a federal country, why he targeted Bandung, West Java, when he came all the way from Borneo? which at that time, was more stable compared to Java itself. Hamid also targeted Soekarno and some other key Repubiclanists which lead to a conclusion that his rebellion is no more than a Coup d' etat to topple Soekarno.

Even the KNIL itself under the command of H.M. Hirschfeld sided with Indonesian government to crush Westerling at the gate of Bandung.

Bold Orange: Transmigration set up some regions ablaze because when it was implemented, Indonesia was still a centralized government country, the peak was in 1998-2002 when the country was destabilized due to the economic crisis. Every region, even Java itself was in chaos because everyone wanted the seat of Presidency but had not enough power to take out another group. When the government finally Implemented a "Federal-like system" that is called autonomy, such cases are almost completely gone, the only region that was still on fire is Papua.

Besides, the Transmigration had nothing to do with ethnicity, it is just a program to reduce the number of population living in an overpopulated islands. When East Timor was a part of Indonesia, the biggest transmigrant group was filled by Balineses. Why are most of the transmigrants Javanese? That's because Javanese alone make up more than 43 percent of Indonesia's population, of course they had taken the biggest number of transmigrant, are you an idiot or what?

Besides, a united Nusantara as in your dream, that is a huge chunk of archipelago dude, by what power should Indonesia work to make your dream come true? Military invasion? We did, did it end well? No. Political? We did, did it end well? No.

Isn't OP making difference between MNLF and MILF? MNLF is recognized by the OIC while MILF is not. @Wholegrain I think you have good info about this, can you please elaborate more.

I didn't talk about the differences between those two organizations.

The point I brought is that their existence also feed the existence of some of terrorist groups in Indonesia. Both MNLF and MILF were or are training some of those men, even supplied weapons, particularly explosives. Give Indonesia one good reason to be at least neutral, you can't. Malaysia is another case, Malaysia and Philippines had conflict, Malaysia was simply supporting any of them to destabilize Philippines but you can see the Sabah invasion. So much for a pet bitting the hand that feed it.

Absolutely, the more opinions from people of these country the better. That is the whole point of this forum, so we can hear all sides of the story, specially from people who are from the concerned country and know the situation best. Even in the same country not everyone will have same opinions, so as many voices as possible from different sides of the political divide of the same country, the better.

If Indonesian govt. has concern about MNLF having ties with terrorists, then they should raise this issue with OIC as MNLF has been working with OIC for more than three decades.

The impression I got is that since 1903 Christian outsiders from other islands settled in Mindanao under illegal land grants from Philippines govt (GRPH).

With reference to the official MNLF blog-site, "the MNLF believes that the Bangsamoro Land is already a sovereign nation hundreds of years before it was illegally annexed as part of the Philippines in the 1935 Constitution of the Republic of the Philippines."[10]

Mindanao became a land for new beginnings when broad tracts of land were given away by the Philippine government from 1903 to the 1970s to migrants from other parts of the country in a so-called Homestead Program.,[16] akin to Indonesia's transmigrasi. There was no land titling system by the natives of Mindanao at that time. The Philippine government took advantage of the absence of land titles to give away lots in Mindanao to poor farmers and other migrants from other parts of the country. Mindanao saw itself as the adopted home of a rapidly burgeoning population of Christian settlers who encroached on the living areas of the original Muslim and tribal residents, who now began to feel that they were also being robbed of their lands and the economic opportunities they provided.[17]

With that systematic encroachment, the natives, especially the original Muslim and Lumad segments, developed a deep-seated mistrust of the officials of the Philippine government, a government under which they felt they were being treated as second-class citizens. Sporadic fighting in various parts of Mindanao ensued between the natives and the troops/militias of the Philippine government.[18] Due to this, Mindanao become a battle ground of intense armed conflict; even the Americans sent forces to battle frontiers in Mindanao.

MNLF was formed, as a reaction to a massacre by Marcos in 1969. MNLF has been recognized by OIC at least since 1976, when OIC intervened and negotiated a peace deal between MNLF and GRPH. That deal has not been properly honored by GRPH so far:

The 1976 Tripoli agreement provided for a general ceasefire and called for autonomy under the broad principle that Mindanao would remain an integral part of the Republic of the Philippines. After thirteen years, the 1989 Autonomous Region for Muslim Mindanao (ARMM) Organic Act was enacted into a law, wherein thirteen provinces (eight of which had Christian majorities) were proclaimed subject to the provisions of the agreement, which allowed Muslims their own courts, schools and administrative system. In 1996, the MNLF-GRPH signed a Final Peace Agreement, which provides that the Autonomous Region for Muslims would have a legislative assembly, executive council, special regional security forces, and economic and financial system.

Current status:

At present, the MNLF is becoming apprehensive about the GRPH capability in taking a lead in implementing the Genuine Autonomy in the Bangsamoro Land for the following reasons:

High Poverty Incidence in Philippines — some 20.5 percent of Filipinos or about 4.1 million families are going hungry while 51 percent, or some 10.4 million families, consider themselves poor, according to a new survey by pollster Social Weather Stations.[42] The 2011 Hunger Incidence Index Report for Philippines in 2010 is 11.5%.

Economic Mismanagement by the GRPH — Philippines has become the second least attractive investment site in ASEAN.[43]

Incorrigible Culture of Corruption in the GRPH — the PERC Survey that says Philippines is most corrupt nation in Asia.[44]

High Human Rights Abuses by the GRPH — According to Pulse Asia study, the Armed Forces of the Philippines (AFP) is most corrupt agency of the Philippine Government.[45] The United Nations Security Council and the U.S. State Department also reported a high incidence of human rights violation by the AFP. Instances of torture in detention cells of the Philippine National Police have also been reported by other sources.[46] The Philippine government forces were also trained and initiated into the organization using inhumane methods such as torture, hazing, and maltreatment; thus making each of them tolerant to the sight of human suffering.[47]

In 23 February 2011 the MNLF-GRPH-OIC had a fourth tri-partite talks in Jeddah. The Joint Communique after the talks indicate that three groups of experts from MNLF-GRPH-OIC-IDB will be formed: (1) to formulate the Terms of Reference of the Bangsamoro Development Assistance Fund by 30 May 2011, (2) to act as Tripartite Implementation Monitoring Committee by 30 April 2011, (3) to formulate the Mineral Sharing agreement by 30 April 2011. They set a timetable and deadline to present the result to OIC Peace Committee for Southern Philippines (OIC-PCSP) Chairman in Kazakhstan in June 2011. They did not meet the deadline because the topic is too complicated and the debates went on and on without a resolution.

After almost a year of stalemate, in 1 March 2012, there was a MNLF-GPH High-Level Talks in Bandung Indonesia to discuss the three pending items enumerated 23 February 2011 the MNLF-GRPH-OIC had a fourth tri-partite talks in Jeddah. On the second day of the talks, the MNLF walked-out and unilaterally decided to suspend its participation in the peace process talks and activities with the GPH.[48] The date 2 March 2012 marks the day when MNLF unilaterally suspends its participation in the Peace Talks with the GPH.

The stalemate was on the Mineral Revenue Sharing. Mineral Sharing is about how the ARMM Regional Government (ARMM RG) and Philippine National Government (Ph NG) would set policies to regulate mineral exploitation and agree on the percentage sharing of the revenues from Mineral extraction in the ARMM Area. They could not end the dispute about definition and classification of Minerals because none of the negotiators on both sides are Mineral experts.

Another stalemate of the negotiation is that the MNLF was also hesitant on the percentage sharing because the sharing is between ARMM RG and Ph NG. MNLF is neither part of ARMM RG, nor part of Ph NG. If Nur Misuari could have been the incumbent ARMM Regional Governor at that time of the negotiation, for sure a resolution could have been arrived at. The stalemate on Mineral Sharing can be resolved when Nur Misuari becomes ARMM Regional Governor.
In 8 October 2012, the MNLF confirmed Nur Misuari's filing of candidacy for ARMM Regional Governor for the 2013 elections.[49]

In 10 October 2012, the MNLF reiterated their position on the suspension of MNLF participation in the talks with the GPH, enumerating the demands before they go back to the negotiating table.[50]

In 14 October 2012, the MNLF confirms alliance with Mindanao Independence Movement (MIM) that will be formally announced in the MNLF Summit in 21 October 2012 Sunday, starting 8AM to be held in Davao Crocodile Park, Riverfront Corporate City, Diversion Highway, Maa, Davao City.[51][52]

In the middle of January 2013, the MNLF moved a large troop to attempt to negotiate the release of kidnap victims. The negotiation went bad, resulting in MNLF launching an immediate citizen's arrest against Abu Sayaff Group (ASG) operating in Patikul Sulu. This MNLF combat operation is still ongoing.[53][54][55]

In 21 January 2013, at the 8th Session of the Parliamentary Union of Islamic Cooperation, the MNLF renewed "its support for the peace agreement signed between the Philippine Government and the MNLF and call for immediate and complete execution of the terms of the agreement." The PUIC responded by urging "member States as well as charity institutions in the Islamic world to increase the volume of its humanitarian assistance for Muslims in South Philippines in order to accelerate economic and social development".[56]

In 6–7 February 2013, the MNLF attended the 12th Session of the organization of Islamic Cooperation held in Cairo, Egypt. The communiqué of the OIC’s 12th Session reiterates the need to resolve the issue of Muslims in Southern Philippines promptly; and urges the Government of the Philippines (GPH) and the MNLF to continue their efforts in order to find solution to pending issues, consistent with the 1976 Tripoli Agreement and the 1996 Final Peace Agreement (FPA), related to the autonomous region, revenue sharing, definition of strategic minerals, and the transitional mechanisms.[57]

Its funny they train them now they making a mess in sabah anyway am very hopeful for peaceful Mindanao forget about Misuari faction the MNLF is currently divided by three Faction one led by Misuari the others led by Islamic command council and the other faction is led by the vice mayor of Cotabato which both are supporting the peace deal with Except Misuari and other reason is the MILF now back then that was for war now is for peaceful Mindanao which now accepting autonomy only the people who befit from violence continue to do what they know best so let them the People themselves are so sick of it and they are already saying no to it anymore so why ask the anti filipino no nothings here.?
