pakistan iran and turkey should upgrade this relic route to transport Goods between countries. they should plan to dual track till instanbul and increase the rail speed to promote cargo and passenger. make stops in between to promote tourism, create EZ, to boast trade,

I can't see why this hasn't been inaugurated already?

Just a guess but pals in UAE and KSA want as little connectivity of Pakistan with Iran + Turkey as possible so that's stopping Pakistan's completion. Also Pakistan is broke so similar to the I-P pipeline the threat of sanctions probably looms.
