Arms deal with Russia finalised. Delivery to start this summer.

نقل موقع "انباء موسكو" يوم الاربعاء 27 مارس/آذار عن علي الشلاه عضو البرلمان العراقي عن ائتلاف "دولة القانون" قوله ان وفدا عراقيا ابرم قبل ايام "صفقة سلاح جديدة تضم أسلحة ثقيلة ومتوسطة بنفس مبلغ الصفقة السابقة التي شابها فساد". وأضاف الشلاه أن "الصفقة الجديدة أكثر تطورا من السابقة وركز العراق فيها على سلاح الجو لتضم الصفقة مروحيات متطورة وإلكترونيات ورادارات، لعدم إمتلاكه دفاع جوي حقيقي". ولفت البرلماني إلى أن رئيس الوزراء العراقي نوري المالكي "أصر على أن يضاف إلى الصفقة 4 طائرات تسد مبلغ "الكومشن" الذي أثير في الصفقة الأولى". وأكد أن الوفد العراقي اشترط على الجانب الروسي عدم نقل تكنولوجيا هذه المعدات والأسلحة إلى أي بلد آخر في المنطقة. وأشار عضو البرلمان العراقي إلى أن روسيا ستورد للعراق أسلحة هذه الصفقة خلال العام الجاري. من جانبه أعرب عارف طيفور نائب رئيس مجلس النواب العراقي في تصريحه للصحفيين عن استيائه لاستمرار المفاوضات بين الحكومة العراقية والجانب الروسي لاتمام صفقة الأسلحة والتي جرى توقيعها بين البلدين قبل يومين وبقيمة 4 مليارات دولار لشراء أسلحة ثقيلة، حسبما نقل عنه موقع "صوت العراق". واعتبر طيفور ذلك "هدرا للمال العام لأن هذه المبالغ ضخمة جدا وبالامكان الاستفادة منها في تقديم الخدمات للشعب العراقي وتطوير البنى التحتية". واضاف طيفور قوله أن "استمرار ابرام صفقة الأسلحة الروسية وتجاهل الحكومة الاتحادية لما حصل فيها من شبهات فساد، متحدية بذلك قرار مجلس النواب بإحالة ملف الصفقة الى القضاء العراقي، ما هو إلا استمرار واضح وصريح للفساد، خاصة بعد تحقق لجنة النزاهة النيابية وهيئة النزاهة واكتمال سماع افادة الشهود واتخاذ الاجراءات القانونية لملاحقة المسؤولين المتورطين والمتهمين الفاسدين في هذه الصفقة المشبوهة".

Russia is looking for new e port markets and well as political alliances in the region. Judging for the latest deals, I wouldn't doubt that Russia would sell the S300. But there is also the the Americans trying to push their own exports and influence. Iraq should try to keep balance and become keep close relations with both the US and Russia.
