I don't think it's really that simple, although I agree with it partially. There is also an internal issue that Pakistan probably will never address, the military that pretty much dominate your foreign policy through intervention and life of the general public through Military run industries selling everything from fertilizers to houses. It's a honey pot that they probably will not let go.
If it was simply a strategic disadvantage vis India and water security, things would've been over since the signing of the Indus Water Treaty it is as generous as a water-sharing agreement can get and Shimla agreement. At least that's what Indian Political establishment thought.

India also had similar ideas, gave MFN status to Pakistan which was never reciprocated. Hopes of trade with Pakistan, something which we have with China despite the hostilities. Never happened.

I wouldn't call it the most important corridor that's available, it'll be an expensive land corridor and beyond Pakistan, it's Afghanistan which we had trade with through Wagah, the two-way trade was less than a billion dollars and then a bunch of sparsely populated Central Asian countries who are interested in selling their natural resources than buying. Anyday, I would prefer the Pakistan market over Central Asia which even you failed to capitalize given the security situations in Afghanistan.

McKinsey to E&Y negated the security situation in Afghanistan or Pakistan's North and Western borders. In an ideal world, we will be swimming in milk and honey if our outstanding issues are solved.
