I doubt the Army and gov't can handle something on this scale. You need experienced personnel from international relief agencies, like those who handled the tsunami in Indonesia a few years back. U.S. Navy personnel didn't like them, but admired them for their expertise, so eventually they followed their lead.

Its always the army in any case be it 2005 earth quake or anything the first into action is the army...Also navy n airforce is also active.
Right now we dont have any major foriegn agencies operating.So its upto the local government bodies are working in close cordination with army... Red cresent,red cross are working but on smaller scales then we have local charities etc.

PAF, army and navy’s fully involved in relief and rescue operations

ISLAMABAD: Pakistan Air Force C-130 aircraft have been in operation to transport over 300 people, including women and children, from flood-hit areas of Jacobabad to Karachi. The PAF has also set up camps in Sukkur and Jacobabad to provide relief goods, including food, to more than 2,000 people on a daily basis. The PAF commandos have so far rescued 240 stranded people by boats while medical teams, comprising six PAF doctors and paramedical staff, have been dispatched to flood affected areas to treat the sick and injured. According to an ISPR spokesman in Quetta, relief goods are being transported to the affected areas of Balochistan by 50 trucks. The relief consignments dispatched by the army for Balochistan flood affectees include 100 tonnes of food, over 0.1 million bottles of mineral water, blankets, tents, dates, clothes, shoes and carpets. About 1,500 army jawans 16 boats, four helicopters, and 20 trucks are in operation the round the clock in rescue and relief operation in the province. Well the place must have been cleaned up for the visit, no doubt about that.

But if we look at the past, medical camps run my military are mostly like these, nicely & tidily built with medicines stationed in orderly fashion.

And the medicines are sealed, becoz the bottles / tablets are given to the patients wholly, not in tit bits. The doc sees the patient, writes the prescription and the patient then comes to the above shown counter to collect his medicine. These medicines put on the table are the ones which are gonna be used / prescribed regularly, thus that is why you see them in numbers neatly aligned.

Hey it's Army camp not some corrupt MNA! A lot of Army Camps are set in that area so there is no question about hoax.The camp might have been cleaned up and medicines lined up to show it to the JCS who none the less is a 4 star General and very important officer.So it might have been cleared for security reason too.PS: You can see doctor wearing MTI Badge on his hand.
