I doubt the Army and gov't can handle something on this scale. You need experienced personnel from international relief agencies, like those who handled the tsunami in Indonesia a few years back. U.S. Navy personnel didn't like them, but admired them for their expertise, so eventually they followed their lead.
Its always the army in any case be it 2005 earth quake or anything the first into action is the army...Also navy n airforce is also active.
Right now we dont have any major foriegn agencies operating.So its upto the local government bodies are working in close cordination with army... Red cresent,red cross are working but on smaller scales then we have local charities etc.
