We gave Kurdish Peshmerga and Iraqi Shias a good number of these rifles back in 2014, early months of Daesh incursion in Iraq.

More advanced how? It's not possible to tell if something is more 'advanced' by looking at 2 pictures that almost look the same.
Looking at above pics, It may or may not have been modified by PKK, but it's certainly not made by them entirely. If they could make rifles like this completely on their own without any proper factories, then they could also make other guns for themselves instead of using Ak-47.
It can not be 100% confirmed if they are the same as those given to Peshmerga by Iran, since we can't prove if PKK has access to Peshmerga weapons or not, but they surely look similar.
Murat karayılan said that they got some foreign support by giving some concessions.PKK is able to modify. Of course with TALABANI and some foreign nation agents assistance
