When the middle class and the rich doesn't care, you can't expect the destitute to be more responsible. You really think those who are dying of hunger gives a damn about anything else? Food security is the bare minimum safety net that a civilized nation could provide its citizens. A guarantee that they won't be let to die of starvation.

Granted middle class and rich are not responsible but from a voters' perpective the BPL is a significant percentage of electorate. So you can't discard the role of the BPL electorate in the Indian elections citing the indifference of the middleclass and rich. While every voter has the responsibility to vote a proper government, you can't just discard one particular group's citing reasons.
