Small correction- LHDs CAN operate VSTOL a/c ie USMC operate Harriers and soon F-35s off the LHDs.

Actually the USMC does currently operate Harriers off LHDs and has doe for decades.

India is just starting out so the learning curve is relatively steep and so it will take a while to build and there will be delays but later ACC construction will be speedier.How much time does it take to build one aircraft carrier.
The Harriers the USMC use are a result of a joint venture between McDonald Douglas and BAE and are souped up versions designated the AV-8s. There is significant US origin content on these AV-8s. And when the USMC first started operating them (late 1970s) the Harriers fitted he bill for the USMC perfectly and there was no point re inventing the wheel.yes, i read of it once, & i was shocked that US using British made jets. cost of INS vikramaditya CBG (just an assumption) will be = $2.8 billion for the AC + 2 Kolkata class destroyers ($ 1 billion) + 2 P-17 Frigates ($ 500 million) + 1 P-28 corvette ($ 250-300 million) + 1 INS Chakra ( $ 700 million for 10 year lease) + 1 or 2 support ships (maybe $ 100 million more), so at current cost the cost of purchasing a complete CBG comes out to be around $5.5 billion, so if we had gone for 6 CBGs, the cost cannot go more than $35 billion.
