The biggest corruption scandal in the history of Pakistan ( Reko diq or Karkey pales in comparison). Dr Samar Mubarak was right.




There could be yes or no, either Dr. Mubarak's project failed due to some scientific reasons/overlooks, or those who have vested interests in deliberately failing the project by creating hurdles, which could benefit them only if the project fails.

To explain the salient points.

1) This is the generation cost of IPP's. High ROI backed by sovereign state guarantee and capacity payments are separate. The cost easily exceeds Rs30/ kwh before reaching the Discos.

2) Janwars from plmn have been constantly lying that Thar coal is more expensive than imported coal ( Sahiwal coal). All it needed was economy of scale. The reality is thar coal is the cheapest base load apart from hydal or local gas ( which is running out).

3) Not only these imported fuel based IPP's cause significant impact on our Trade deficit ( This year alone it will cost us in ~ $6-10b in precious forex to import fuel to run these plants) but the ROI and the further charges are on top of this in relation to burden on forex.

4) With the economy of scale ( if the power projects utilized thar coal) regasification and diesel production thar coal has the capacity to solve impending gas crisis in Pakistan.

5) Recently some obvious handles were elatic that there was Fuel adjustment surcharge of 4 Rs per unit. Is it not obvious that if we run IPP based on imported fuel, with the broadbase increase in energy prices generation cost will go up. On the other hand Thar coal is completely indigenous source with no fluctuations based on international energy prices.

6) Majority of the cost from Thar coal generation goes into the ecosystem in our own country benefitting our own people creating jobs and improving our own mining industries contributing to GDP.

It is not rocket science to get coal out of ground, that too in thar.

Coal is fast becoming obsolete, Many international banks/organizations are now refusing to even finance coal based projects including those from China/US.

It is best that Pakistan utilize solar/wind/water/nuclear power, as well is natural gas. Pakistan is abundant with natural gas which can be easily utilized.

Dr Samar Mubarak was targeted and his project was shelved and sabotaged deliberately and by design to make way for RLNG and imported coal.

His project was expensive ( because thar coal was not mined at industrial scale. The cost of thar coal was more than $58 /ton ($116/ton in terms of adjusted caloric value imported coal) at the time of Samar Mubarak. This was used just as an excuse to target him and his project. What is the value of Rs4.8b rupees its peanuts ( if I am correct about the cost of his project), countries invest billions in pilot projects, conducting studies etc developing energy sources.

Now thar coal cost came down to ~$30 and with the capacity enhancement to 19-20mtpa cost will come to around $25-$27 ( already under progress at I think just Rs15b project cost ), In caloric terms that's comes to about $50/ton of imported coal.

The raw power generation cost has now come down to less than Rs4-5 /kwh and fuel component/ kwh ( thar coal) even less . This is the cheapest base load in our country.

SNG estimates is at $6-7/mmbtu at $27/ton ( I think at 17-19 mtpa to achieve that) in comparison the commercial LNG rate supplied to our industries is now $12/mmbtu ( recently dropped from $15 mmbtu last week with the current energy pricing) with the economy of scale coming to 50 mtpa the cost will be the cheapest than any form of alternate gas, when all the recent projects come online.

We have practically unlimited thar coal to mine, the more we mine the lesser cost of coal.

Coal is the only available indigenous source for base load. Wind and solar is cheaper than RLNG and imported coal by a margin but it is not a reliable source for base load for a country like Pakistan.
Hydel is good but also dependant on water levels in dams.
