OP - how many years (decades) did Congress sell India to foreign military powers? Biased article at best.

It's India's own choice. Many countries have allowed US troops into their military bases, some have done well and some have not, depends how you implement it.

There is no way in hell that India would allow any foreign troops to operate from its bases, if that's what you mean. The agreement is only about peacetime, and only about logistics. NOT about basing troops there. India will not host American troops, it is simply about allowing their ships to refuel and perform repairs etc. And not during wartime.

In 1991, the US requested and India declined to allow USN ships and USAF aircrafts to refuel in India when they were at war with Iraq.
