Its not Rocket science, Nothing happens in Baluchistan and I mean nothing without the approval of Sardars, Sardars resides in UAE and west, so, the question is why aren't intelligence agencies going after sardars or their assets in Pakistan?

Going after foot soldiers who literally have no choice but to do as told by Sardar is never going to solve this problem, Take action against Sardars as fast as justice is provided to sheriffs and improve the living conditions of the locals, health care, jobs, drinking water, police and other law enforcements agencies free from political pressure.

Without digressing too much from the discussion. There are a few considerations with regards to this situation.
The current BLA is situated and has been placed outside Pakistan for many decades. There are people who have left Pakistan and plot against Pakistan state from outside.
However when actions occur on the land it seems the locals are involved which ia only partly true as the handlers and lower level staff come in for specific actions and recruit youth locally. The action then becomes a local issue as the killed people are local faces and this creates resentment in the population.
The grievances are long held and the expectations are unrealistic on both sides. As people are riled up to get their demands accepted they are unwilling to hold talks to resolve these issues.
The state has taken concrete actions to alleviate the difficulties which locals face but like all things in Pakistan it is too little too late and too disorganized to matter. However there is work ongoing and it is going to bear fruit if allowed time.
From the separatist's perspective this is also relevant. Separatist policiesrely on keeping masses impoverished so resentment grows. They will therefore resist to the utmost the ability of the government to reform the area so that prosperity comes to the area as they lose perspective and therefore a willing workforce to do their bidding.
There are also definitive indications of outside help and interference. The threads go to our neighbourhood and internationally as well. The reasons are obvious and I won't go into those.
Practically it is not possible to separate Baluchistan from Pakistan unlike the East Pakistan due to population dynamics and viscinity. All it will do is weaken the state and cause more misery to the people which in turn works in favour of the separatists.
So the situation is not as simple as it looks and neither unfortunately are the solutions.
