NEW DELHI, July 24 (Reuters) - Tesla representatives are set to meet India’s commerce minister this month to discuss plans to build a factory to produce what the company has described as an all-new $24,000 car, a person with direct knowledge of the matter told Reuters.

Tesla has expressed an interest in building a factory in India that would produce low-cost electric vehicles (EVs) for the local market and for export, the person said, adding that the company had indicated that it would be for the new vehicle.

The discussions represent a sharp reversal for the company after efforts last year to reduce import taxes on EVs shipped to India were scuppered by calls from government officials to commit to making cars locally.

The meeting with the commerce minister would be the highest level discussions between Tesla and the Indian government since June when Elon Musk met India's Prime Minister Narendra Modi and said he intended to make a significant investment in the country.

The 2 million rupee ($24,000) EV Tesla representatives were said to have described in discussions about a potential Indian plant would be 25% cheaper than its current lowest priced offering, the Model 3 sedan which sells for the equivalent of just over $32,200 in China.

The $24,000 target price for the new Tesla vehicle was reported earlier this month by The Times of India newspaper.

Tesla did not immediately respond to a request for comment.

Electric vehicles currently account for 2% of total vehicle sales in India, now the world’s third largest auto market.

Reuters reported in May that Tesla executives visited India and held talks with officials on establishing a manufacturing base for cars and batteries in India.

Discussions with Indian government officials in New Delhi are scheduled to resume this month, two people with knowledge of the talks, who asked not to be named because the discussions remain private, told Reuters.

As part of that, Tesla representatives are set to meet Indian commerce minister Piyush Goyal, the first person said, and discussions are expected to centre around setting up an EV supply chain and discussing land allotment for a factory.

The commerce ministry did not respond to a request for comment.

Tesla has aggressively discounted its existing models since the start of the year while Musk has repeatedly said its long-term success will hinge on bringing down the cost of EVs sharply.

Tesla has said its next-generation vehicle platform will slash production costs by 50% and that multiple models - including an automated "robotaxi" - could be built from it, without detailing what those future models will be or their pricing.

A Tesla plant under construction in Mexico will produce vehicles on that lower-cost, high-volume platform, which the company has said it said it will take to other factories as well.

Tesla currently produces EVs in California and Texas. Outside North America, it has plants in Berlin and Shanghai.

The Shanghai plant is Tesla's largest, accounting for almost 40% of the automaker's global capacity. Plans to add additional capacity there are pending regulatory approval.

Having successfully cleared the homologation stage for all four vehicle variants it sought approval for in 2021, Tesla is likely to begin operations in India with either the Model 3 or Model Y.

Sources have told Business Today TV that the electric vehicle giant has its sights set on creating a major export hub in India, with a plan to target the Asian Pacific and African markets. While the exact location is yet to be finalised, sources indicate that Tesla is looking at potential sites in Southern India and Gujarat.

An initial proposal submitted by the company reveals ambitious plans to construct a gigafactory in India.

This state-of-the-art facility is envisaged to have an annual production capacity of approximately half a million electric vehicles.

Tesla's expansion goes beyond manufacturing operations. Additionally, Tesla is aiming to establish a comprehensive charging infrastructure throughout the country, addressing one of the key concerns for the widespread adoption of electric vehicles.

In June, Tesla's CEO, Elon Musk, conveyed the company's keenness to establish a presence in India "as soon as humanly possible."

This announcement followed a meeting between Musk and Prime Minister Narendra Modi during the latter's official visit to the United States.

Wow..that will be too attractive price tag, even upper middle class can afford..but.i m sure govmt will do its best by adding another 40-50% as excise and road tax...and then there is insurance...so it might b available for around 3 mn inr on road

Internal combustion engine based cars pay 28% gst and cess of upto 22% (based on the what type of the vehicle it is) where as EVs pay only 5% gst and 0 cess
so now you tell me which one is going to be more lucrative.

Eg. A Jeep Compass with a base price of $17000 ends up costing nearly $25000 where as the said tesla model with a base price of $24000 will end up costing no more than $26000.

An upper middle class family can eaisly afford the tesla if the quoted price is true.

Interestingly, the Indian company registered by Tesla in Bangalore (Tesla India Motors and Energy Pvt ) has Vaibhav Taneja as one of the directors.
India is becoming a lucrative market. Tesla producing a new affordable car for Indian market is big news.
Hope road infra also improves so that people actually buy such cars, Metro and RRTS construction everywhere in Indian cities has made road infra much worse due to "chalta hai" construction practices and attitude.

Once the on-going construction is completed, we will see much better infrastructure across the country. Our country is going through China like infrastructure construction never seen before. Most probably majority of it will be completed by the end of this decade, and then we would have a relatively decongested roads!!

I'm pretty sure chinese construction companies don't harm the infra around it like Indian ones do, they don't fear any repurcussions from the gormint because gormint too doesn't give a damn. Infra in NCR has turned to shit.

CNBC-TV18 has learnt that discussions within the government are underway to formulate a comprehensive policy framework, aimed at incentivising Tesla to establish its manufacturing hub within the Indian borders.
