Actually is not the state but rather (the way you put it) the criminal enterprise, corrupt politicians, corrupt police, corrupt bureaucracy and outdated judicial system are responsible.

From what I remember is Scotland yard was sitting with thumb up their proverbial and the establishment forced the stupids in foreign office to lodge a complaint against him which was followed by a massive online complaints campaign that they noticed.

Baldia town factory case is still stagnant.

Nothing is going to happened until and unless all form of MQM (Altaf/Farooq Sattar/Amir Khan/Mustafa Kamal) is out of power. For this to happened, a new power has to emerge from Karachi, a new political party free from baqiyat of MQM and PPP.
I am waiting for establishment to bring someone for their new project....few names comes in mind, Shahid Afridi, Yonis Khan, Alamgir and Asad Umar. They can pull the crowd and they are not involved in any corruption.
