The UN resolution is passed under a non enforceable clause. Simply put, it is only an advisory.

India does not feel the need for a plebiscite, therefore it shall not happen.

Not to mention that they signed the Simla Agreement and then the Lahore Declaration saying Simla Agreement is base. God knows what the GoP feeds to its citizens and which dummies the GoP hires as lawmakers.
