a cat scratch and bite are show far less external sign but be assured are far more prone to infection like OsteoMyelitis.
the cat bite tends to be ignored by parents as it looks like a needle or Nail wound but it inject a lot of microbes in deep tissues and if not treated very easily produce severe infection that can even result in amputation .

In that case, it should be the owner instead who should be punished. When u get a pet, u r liable for its actions. Its ur duty to teach the dog to be comfortable around humans in public places and to keep ur pet on leash and be able to control the pet in case it attacks.

Dog ownership is not banned in Islam. They can be pets provided they dont share living space with its owners.

Dog saliva and its hair are considered unclean and contact with its saliva needs ablution for praying. Muslims who own farms, they need dogs to secure parameters. They will need to train them, be in contact with them. That is permissible.

The way dogs are kept in bedrooms, on the bed, sharing living spaces, that is not allowed.
