2.5 as compared to 2.3 is not "that faster". Bangladesh is smaller country so obviously implementing policies is easier in your country. There are actually, but am not going to bother posting such news here, doesn't serve any purpose. And as I said, not much of a difference between 2.5 and 2.3. Indian Muslim fertility rate is 3.1, had it been lower, India's overall TFR would be lower too and almost similar to that of Bangladesh. Having said that with education even the Indian Muslim Fertility rate has come down and we will be close to stabilizing TFR soon.
