There is mental block which exists to this date in security establishment of Pakistan. There are zero efforts to establish deterrence at sub conventional/hybrid warfare level with enemy nations. Pakistan needs to send in Special Forces, logistics experts, technical and engineering support to help Taliban organize a large conventional force to be able to attack and take over Kabul etc. Kabul is alrerady complaining so it won't make a jot of differance anyway.
