That's a welcome development from Pakistani perspective. I'm curious if they have closed consulates of countries as well?

The bracketed statement gives away the ground reality but OP missed it willingly or couldn't comprehend it properly. Indians will be allowed to return once they recognize Taliban govt and agree to their demands otherwise the buildings effectively are up for grab.

Also, it's good that the Islamic Emirates will only allow it re-open if India changes it's horrible and nasty attitude towards the Islamic Emirates.

No because Pakistan consulate has minimized staff strength at consulates in Herat and Kandahar but has not completely closed them (90%+ of staff pulled out but few remain).
Whereas India has pulled all staff thus making consulate building empty

Because it was empty after Indian staff left on July 11th.

This means Taliban is ready to host Indian consulates if India agrees to send staff to those cities.

I don't think Pakistan ever expected that the Taliban wouldn't allow diplomatic missions or relations with India. However, allowing india to have diplomats in Afghanistan is a far cry from the issue Pakistan said it faced from Afghanistan under the outgoing Ghani government.

But if you are pleased with how the situation is progressing than all the better, we are in agreement.

This is not bad news for Pakistan. It shows that:

1. The new Taliban regime is very pragmatic and they know how to restrain themselves. For international recognition, they are even willing to accept India, although India is an anti Muslim and hostile country to the Taliban.

2. The Taliban have experienced 20+ years of repression by the USA.
In order to survive, all Taliban tribes are likely to have united, and perhaps they have a strong central government.
If the Taliban central government does not have the ability to control all the Taliban, they should not exercise such restraint for india, because it will cause the dissatisfaction of the hardliners. And without an efficient central government, the Taliban could not have progressed so quickly.

3. If the Taliban already have a calm and pragmatic and strong new government, it is good news for Pakistan.
It means that Taleban will repair the relations with its neighbors, and the new Taliban government will try to stop the chaos and war in Afghanistan. I think peace is coming.
