Nope, ROC is Jianwen with its capital in Nanjing, while PRC is Yongle with its capital in Beijing.

The only difference is that ROC is as weak as Jianwen, but they were more brutal with the Chiang Dynasty, but now Ma Ying-Jeou is 100% like Jianwen.
