further to amend the Forest Act, 1927.

It is necessary to amend the Forest Act, 1927 (XVI of 1927) to make appropriate provisions for the use of reserved or protected forest land, where inevitable, for national projects of strategic importance.

Be it enacted by Provincial Assembly of the Punjab as follows:


1. Short title and commencement.– (1) This Act may be cited as the Punjab Forest (Amendment) Act 2016.

(2) It shall come into force at once.


2. Amendment in section 27 of Act XVI of 1927.– in the Forest Act, 1927 (XVI of 1927), for brevity cited as ‘the said Act’, in section 27, after subsection (2), the following subsection (3) shall be inserted:

“(3) Notwithstanding anything contained in this section, the Government, with the approval of the Provincial Cabinet, may, by notification in the official Gazette, declare a reserved forest or any part of a reserved forest as no longer reserved forest, if:

(a) the agency or the institution requiring reserved forest land satisfies the Government with cogent reasons in writing that there is no other option but to use the proposed reserved forest land for purposes of a national project of strategic importance;

(b) a substitute land, equal to or bigger than the said forest land, is declared as a reserved forest;

(c) the substitute land is in a compact form and is, as far as possible, situated close to the said forest land; and

(d) appropriate funds are allocated for immediate afforestation of the substitute land.”.


3. Amendment in section 34-A of Act XVI of 1927.– In the said Act, in section 34-A, after subsection (2), the following subsection (3) shall be inserted:

“(3) Notwithstanding anything contained in this section, the Government, with the approval of the Provincial Cabinet, may, by notification in the official Gazette, declare a protected forest or any part of a protected forest as no longer protected forest, if:

(a) the agency or the institution requiring protected forest land satisfies the Government with cogent reasons in writing that there is no other option but to use the proposed protected forest land for purposes of a national project of strategic importance;

(b) a substitute land, equal to or bigger than the said protected forest land is declared as protected forest;

(c) the substitute land is in a compact form and is, as far as possible, situated close to the said forest land; and

(d) appropriate funds are allocated for immediate afforestation of the said substitute land.”.


4. Repeal.– The Punjab Forest (Amendment) Ordinance, 2016 (IX of 2016) is hereby repealed.

Politicians make decisions that show no results, but gets them "votes". Leaders make decisions that make a difference in long-term.

Reforms being put in place by PTI government will take time to produce results. Pay increases are necessary to attract talent towards this field. We should be congratulating PTI for taking some concrete steps towards the future of the province and Pakistan.

I am a layman so I first put the bill here so that he may tell me explicitly what he wanted to say. I knew his intentions but wanted him to at least have a look at the bill so to be clear about what he wanted to say.

A decision that shows no results doesn't get them any votes so the underlying assumption is dubious least to say. Why would someone praise something that doesn't provide one with any utility? PPP introduced the 18th amendment which is their hallmark achievement but people didn't vote for them because it least directly affected the lives of a common man. But them failing to curb loadshedding ultimately led to PPP's demise Ex-Sindh. If PML-N's measures are least affecting the lives of masses, masses won't tolerate them.

Then again, reforms should yield results. With budget spending hovering around 20-40% of the allocation and major chunk of money going to consultants, the results are not going to come. PTI's recent attempts to play Pukhtoon card reflect the lack of self confidence that whatever they're doing is going to help them win next elections.

You obviously don't understand whats being said, your use of Urdu Media should have been clue number one to me.

70 years of neglect can't be fixed over night, but since you don't understand the difference between politician and leader its waste of time to explain.

What's there to handle and argue, i have just highlighted the crux of his argument up there? How can you have an intellectual discourse with someone, that lacks even the basic knowledge to even have an argument. You're wasting your time arguing with someone that has the mindset of a slave, i specifically asked for his opinion just to expose the fact that he does not has one and just blindly follows what his superiors say.

It's sad really how PML-N has been looting the country and their slaves still continue to defend their corruption. Such an important like CPEC has been tainted with corruption as the first contract for CPEC has been handed over to Saif Ur Rehman. That's just one example, every other department has been riddled with corruption. I am glad the Pakistani People are suffering, let them as you reap what you sow.

Not emotional, the truth besides as i said i couldn't care less what happens as i am rich myself. It's very simple, this Amendment allows the Punjab Government to convert reserve forest land for commercial/residential use with impunity. Punjab's forest land is already fast depleting due to encroachment, forest land in Punjab is already at an all time low and this Ordinance will allow the Government to further ruin our Forests. Overall, this Amendment would be a death blow to the Forests of Punjab.

Well when the dissenting people defend corruption and incompetence, have no logical arguments so off course they get bashed. You're right i did get emotional a bit, after all its sad to see the PML-N destroying this country but than again i am part of the segment that has benefited from PML=N.

I am from a rural area of KPK , and believe me PTI has made history with improvement in education...due to vigilance and checking, Biometeric, teachers are attending classes and can not get away with long absence. I remember in Matrics, our Physics teacher was absent for seven months (he went on Tabligh), yet he was taking monthly salary...i had to do tuition for it. Ubb asiay teachers kay alalay talalay khatam ho gaye hain
