He has been living in your country for 25 years on fake ID. I think that is long enough for him get a Pakistani citizenship.

Then you should ask your self a simple question why he didn't applied for citizenship by following proper procedure ? getting card through illegal ways and then expecting not get caught red handed is not possible.. Nadra have a list of everyone ,it's like a tree where branches follow the pattern and If Nadra system cant find the history of his/her father/Mother then obviously the system will put him in black list and now a days nadra is identifying the whole list of those whose identity is suspicion or system put them in different category for amny reasons, it's not a wise thing to get illegal cards and the results are in front of you and few days ago in karachi we arrested Indians they also had illegal cards and how we arrest them that thing i explained above and there are many factors involve in it which i cant tell you..

I don't know his reason for staying back. Each case is different.

I have a cousin in US who fell in love with a lady from Mexico who came for study. After living 7 years with this lady they applied for work permit. The courts considered their case on humanitarian grounds and granted them work permit. Now they are US citizen.
