"Reassurance for Indian domestic audience" is the key take away here, as far as I'm concerned. When the government and media whip up such a frenzy, something -- anything -- needed to be done to mollify the masses. So you take a simple border skirmish and turn it into a surgical strike.

This is the take away from other countries too. A drama for the domestic audience. Nothing to see. Nothing to comment on.

Exactly my thought . No one is focused on situation in Kashmir. Focus of local masses and International community has been drawn away from the main issue to something that never happened.
