Russia has reportedly carried out the world’s longest test of a surface-to-air missile system, intended to take out ballistic missiles and stealth airplanes.

Russia’s Aerospace Forces expect initial deliveries of the newly developed S-500 surface-to-air missile systems sometime in 2020. The system is expected to supplement the S-400 system, which entered into service in 2007.

The S-500 missile flew 80 kilometers further than any previous test and successfully engaged a target 480 kilometers away, the CNBC business outlet reported Thursday, citing unnamed sources with knowledge of U.S. intelligence about the Russian weapons program.

Developed by Almaz-Antey, Russia’s largest defense contractor, the S-500 is touted as capable of intercepting stealth warplanes.

Last week President Vladimir Putin ordered defense officials to lay the groundwork for mass production of the S-500, saying the system is “capable of operating at ultra-high-altitudes including near space.”

this is i believe a direct response to anti-ICBM tech and stealth fighter tech developed by the west.

all that expensive weapons development (which tends to explode into many expensive defense projects), could have been avoided.
it still can be. not for a lot of years before it becomes another run-away arms-race, i fear, though.

just deal with rogue nations differently, threats with, and the use of, heavy sanctions leading to regime change by conventional forces. that would avoid the anti-icbm arms race neatly, with a process that is as reliable as trying to shoot down the latest ICBM tech.
yes, you'd still have that evolution of military airplanes, but developing anti-icbm tech upsets the M.A.D. principle so much that much uncertainty (in this case deep fears like in the 1960s over ICBM development) and a large defense-tech quest to restore that M.A.D. principle, are sure to ensue.

yes, both sides have some anti-icbm capability now, which is sure to be offset by the next generations of ICBMs (and we're likely to see a couple of 'rounds' like that),
but the real question is how much money that could be used for civilian domestic peaceful purposes you put into weapons development and weapons production (you need not just a design team and a prototype manufacturing facility, you need the industrial plant and personnel to actually have those things in your arsenal, and then you got to keep the plant in production, which tends to produce arms proliferation and a numbers-of-finished-weapons arms race).
