‘Sub-conventional war’ threat makes India worry

A possible threat of ‘sub-conventional war’ has made India so worried that, in an unprecedented move, the country’s Chief of Air Staff, reportedly has written a personal letter to each officer of the Indian Air Force (IAF), asking them “to be prepared for operations with our present holdings, at a very short notice”.
The letter said, “In the present scenario, there is an ever-persistent sub-conventional threat. Therefore, we need to be prepared for operations with our present holdings, at a very short notice.”
According to the Indian Express, the letter, signed March 30, was written three months after ACM Dhanoa took over as IAF Chief and is being posted and delivered to each of the nearly 12,000 officers of the force.
The “sub-conventional threat” is said to be a reference to the ‘proxy war’ by Pakistan, which is reflected in the increasing number of terror attacks on military camps and the rising public unrest in Jammu and Kashmir.
This is the first time that an IAF chief has written a personal letter to all officers, although two Army Chiefs Field Marshal (then General) K M Cariappa on 1 May 1950 and General K Sundarji on 1 February 1986 have penned similar missives, said the newspaper.
Indian media reported that the IAF is authorised 42 squadrons of fighter aircraft but its current holding is down to 33. A deal for 36 Rafale fighters, signed with France, and a decision to induct indigenous Tejas fighters will barely make up for the de-induction of the MIG series of fighters from the fleet.
The media leaks the AIF chief’s letter at a time when Prime Minister Modi is taking preparation to visit Israel in early July with a view to strengthen Indian defence armory, particularly its air defence system.
India has already become one of the largest buyers of Israeli military hardware with annual defense deals worth over $1 billion.
This week India’s Western Naval Command conducted a trial firing of a medium-range surface-to-air missile, which was jointly developed by India and Israel.
In addition to this, several joint Indian-Israeli missile programs are underway, including the Long-Range Surface to Air Missile (LR-SAM) system, which will be deployed on Indian Navy warships.
In Febuary 2017, Modi approved a $2.5 billion deal to purchase 40 units of Israeli-developed Medium Range Surface to Air Defense Missile (MR-SAM) system, known in Israel as the Barak 8.
