A sad and yes stupid accident that was preventable.
Oshkosh is a HUGE airshow. They guy was embarrassed that he screwed up the landing with everyone watching, and tried to force it. Now, there's a good chance he'll never fly again.
F-16's in NORMAL operations do not use a drag chute. The F-15 definitely does not have one. They may have fitted them for testing purposes, and no doubt someone will find one, but in all my years, the drag chute wasn't there.
drag chutes are just one more item the ground crew must deal with on a quick turn-around, and if a jet can be designed without one, it's better.

he was busy in something never open parachute and air breaks for stop the baby till runway finished and he bit the dust .

If you Google for this crash on the given date, it comes up that the pilot's environment control in the cockpit had a serious failure which caused the canopy to completely fog over. The pilot followed the correct procedures to defog, with no luck. The decision was made to attempt a landing on instruments only, and the pilot did a fairly good job given the circumstances, saving his own life and preventing the complete loss of the aircraft. (5 million in aircraft damages is way better than losing the whole machine =)
