As it's explained in the video, the Pakistani space program was only launched to support an American/NASA request to gather atmospherics data over the Indian Ocean.
The funds and equipment were provided by the NASA. Once data was gathered and handed over to NASA, that was the end of the Pakistani space program.

Again I would say, Pakistani space program was simply launched to fullfill a US/NASA request for data acquisition over the Indian Ocean. It wasn't anything to do with Pakistan neither Pakistan had any sort of interest in space exploration.ISRO isn't slacking off but the pandemic like all other industries have led them to operate under limited capacity temporarily they will come back strong once this nightmare ends. Also ISRO might be younger officially however India's foray into Rocket and Nuclear technology started as soon as Independence although with little success in early decades due to lack of money.
Compared to them USSR was much more cooperative to further India's space program from helping us design first rockets, launching our satellite and also training our astronaut and launching one in their space station program.

ISRO needs a new leader , current leader isn't good anymore also they have to hurry up with their manned space mission Gagayaan
ISRO says that it can build space machinery cheaper than the Westerners. ISRO had the benefit of learning from the West and USSR in things like rocket engines. ISRO has the benefit of being in a country with a reasonably large industrial base and a huge pool of engineer human resources. Yet it is unfortunate that over the decades ISRO got busy in building satellites instead of having a manned space program. I would have expected ISRO to by now have had a settlement on Mars or at least a space station in Earth orbit. China which suspended its manned space program some decades ago has now overtaken India and is building a space station and has a plan for a Chinese settlement on Mars by 2033.
Though one thing good for India is that ISRO has opened the field in the country for private space companies which either in collaboration or individually build a manned space program by the end of this decade.
ISRO needs better funding , if it doesn't get proper funding it can never catchup and even it's manned mission will be helped by foreign powers.
@SpaceMan18, other than what I wrote in post #16 what you said is also true, I meaning ISRO not having a good, ambitious leader.
