My sense is that with IK in power and tabdeeli happening, chances for corruption have substantially gone down in Pak. Pak bureaucrats and diplomats, increasingly will have to indulge in such occhhi harkatein to make ends meet.

So even if you leave a belonging on a table, it does not mean that you want it stolen. To take it without giving it to the lost and found is theft. Irrespective of Pakistani culture or not.
