India is not a dictatorship. Anyone can say no to the PM.

Dr. Subramanian Swamy has said no at various times to the PM. When he was offered the governorship, when he was offered presidency of BRICS bank etc.

People with Integrity and Character will always stand up for their principles and say No when required. It is different for those without integrity or character, they turn into yes men.
