In 5-10 years those infrastructure projects are done. Investors will come to set the factories and companies. Local people can be employed or start business too. This is how every city developed. Without those basic infrastructure projects, nobody will spend a penny. But when the local community doesn't have sunk money to start the snowballs rolling some outsiders need to help.
It is the Chinese who spends those money there. If they think it doesn't make money in the future, they won't waste a penny on it. You have to look beyond.

For an American client state India does not operate any American made tanks, combat aircraft or warships. It is predominantly Russian made. I do not know of any country in the American defense umbrella which meets that criteria

Indian economic well being is completely dependant on America support. On geopolitical scene America has been shielding India almost just like it does with Isreal. On military front things are also changing with more American goodies pouring in.

I will live with your proposition if the loans and interest on the loans are borne by China.
Saudi Arabia has great infrastructure. No one sets the factory there

All these infrastructure projects involve Chinese capital, Chinese companies and Chinese labor. But the risk is transferred to those countries. It is a great business plan for China.

Even if they take over infrastructure for failure to pay, it still remains in Sri Lanka.
All the activities in those infrastructures such as roads, rail lines, ports and airports still helps Sri Lanka.
