Chinese submarine docks in Sri Lanka despite Indian concerns
BY SHIHAR ANEEZ AND RANGA SIRILAL

COLOMBO Sun Nov 2, 2014 9:59pm IST

(Reuters) - Sri Lanka has allowed a Chinese submarine and a warship to dock at its port in the capital Colombo, officials said on Sunday, despite concerns raised by India about China's warming relations with the Indian Ocean island nation.

Submarine Changzheng-2 and warship Chang Xing Dao arrived at the port on Friday, seven weeks after another Chinese submarine, a long-range deployment patrol, had called at the same port ahead of a visit to South Asia by Chinese President Xi Jinping.

"A submarine and a warship have docked at Colombo harbour. They called on Oct. 31 and will be here for five days for refuelling and crew refreshment," Sri Lankan navy spokesman Kosala Warnakulasuriya said.

"This is nothing unusual. Since 2010, 230 warships have called at Colombo port from various countries on goodwill visits and for refuelling and crew refreshment."

However, the frequency of Chinese visits has become a concern for New Delhi, Indian officials have told Reuters.

"India has raised concerns over this but not aggressively," an Indian official familiar with diplomatic discussions between the neighbours told Reuters.

China has invested heavily in Sri Lanka in recent years, funding airports, roads, railways and ports, a development that has unsettled India, traditionally the closest economic partner of the island nation of 21 million people.

India has already raised concerns over an aircraft maintenance facility following speculation it could be built in the eastern port city of Trincomalee, which India considers a strategic location in national security terms.

R. Hariharan, a retired colonel from the Indian army and an associate at the Chennai Centre for China Studies, said India was concerned about the latest docking of a Chinese submarine at a Sri Lankan port for many reasons.

"For the first time, Chinese submarines are being made part of the PLA (the People's Liberation Army) in the Indian Ocean Region fleet operation in the Gulf of Aden on anti-piracy, which is not a common practice," he told Reuters.

A 1987 accord between India and Sri Lanka provides that respective territories - including Trincomalee - will not be used for activities prejudicial to each other's unity, integrity and security.

Sri Lanka is located in a Strategic location in Indian Ocean, only Idiots will Ignore it, we Chineses are very please to have Sri Lankans as friends, I see both will have a great future on civil and military cooperation in Indian Ocean...and look at this video, it's so hilarious ..look who is crying

Really ???.If that was the case then you dont have to concern about us.When we visit Vietnam for business.
SL is a Sovreign nation. We dont interfere in their internal matters. But if they took sides then we know how to handle them.Chinese cant do anything about it.
They dont just play with our national security that is what we need .

lol how are you going to handle them ? Lanka in 2014, isn't the Lanka of the 80s a country that big bully India can wreck havoc

Indian sub will just dock in Vietnam to return the favor.

I really don't see what the problem is.

- Indian naval ships have docked at Sri Lankan ports
- Pakistani naval ships have docked at Sri Lankan ports
- Japanese naval ships have docked at Sri Lankan ports
- French naval ships have docked at Sri Lankan ports
- Australian naval ships have docked at Sri Lankan ports

So... why can't Chinese submarines dock at Sri Lankan ports when they are passing through?

Meanwhile India:

1) Armed, trained and funded the LTTE and has never expressed regret for this.
2) Voted against Sri Lanka not once but twice at the United Nations (the only Asian nation to do so)
3) Pampers politicians from Tamil Nadu who support separatism in Sri Lanka, and spread anti-Sri Lankan vitriol
4) Does absolutely nothing about the thousands of Tamil Nadu fishermen poaching in Sri Lankan waters on a daily basis, yet cries foul when they are arrested.
5) Refuses to have a complete defence relationship with the island.
6) Refuses to invest in Sri Lanka yet cries foul when China does so.
7) Tries to manipulate Sri Lankan politics to further its own interests.
8) An Indian prime minister has not visited Sri Lanka on an official government visit for.... how long now?

This is called a 'dog in the manger' attitude.

It's up to the Indian government to fix its foreign policy failure in the region.

On the other hand China:

1) Provided arms and training to Sri Lanka to defeat the LTTE
2) Gave full support to Sri Lanka at international fora, including the United Nations by voting against the US sponsored resolution
3) Continues to support Sri Lanka politically, economically and militarily
4) Has a full defence relationship with Sri Lanka and is eager to expand this relationship (held back on the Sri Lankan side by "Indian concerns")
5) Has heavily invested in Sri Lanka in several major projects and continues to seek other areas to invest in.
6) Promotes tourism to the island amongst its people and encourages people to people contact
7) Chinese president Xi Jinping made a personal visit to Sri Lanka this year and re-iterates Chinese support for Sri Lanka.
8) Does not manipulate Sri Lankan politics to suit its ends.

So I wouldn't don't blame China... or Sri Lanka at all.

India needs to learn from China.

The problem is you are hosting a submarine of a hostile nation right next to India. Its a act of an unfriendly state. It is a warning to India and a future threat.

The problem is it forces India to look at SL as a nation with hostile intentions.

None of the other nations you have mentioned pose a threat to India.

Unless you navy enter the contested water otherwise we dont really care, similiar if we enter the contested zone such Jammu and Kashmire, India will certainly not gonna be appreciated neither right? :cool:And why SL would want to attack India, you're making fictive excuse and seeking for trouble.

don't worry We chinese will make sure that these Indians can't even urinates since there will nothing left for them to drink, they will learn to recycle their body's water :P for the best and for the worst:sick:.

SL cant attack India but they should stay away from third party service thats all.I hope this will be the your response if we dock our nuke sub in Taiwan .
Your warning ministry already claimed that entire SCS is theirs .What about that?

You know this peace of yours was a also a small favour of us.During last days of the Elam war Prabhakaran requested for refugee and protection.Jayalalitha also accepted that and she agreed for the same if she elected in 2009 LS election and also BJP in centre.
But unfortunately for LTTE UPA elected and Sonia accomplished er revenge.
You should also remember that India in 2014 is not like that of the India in 1980s.
Your SL is a sovreign nation and your internal matter is none of our business. But dont play the same shit game like your nation did in 1971 .Dont play with our national security.

He mentioned Pakistan. I guess Pakistan recently become a good friend of India. Is it because Pakistan treat India like crap, and India enjoy being treated as such. If not, enlighten as why Pakistan suddenly become a friendly neighbor.

Wow, seriously? I thought the media in Sri Lanka was bad. This is a whole other level.

Guess who "betrayed" Sri Lanka by arming, training and funding the LTTE, pampering anti-Sri Lankan politicians in Tamil Nadu and voting against Sri Lanka not once but twice at the United Nations?

China is not a hostile nation at all. That is your perception :) As far as Sri Lanka is concerned China is very friendly, highly supportive country that has invested enormously in the island. They also have really great food.

Hostile is sponsoring terorrism in neighbouring countries and that is what India did to Sri Lanka with the LTTE. You do not vote against your 'allies' at the United Nations, you do not refuse to have a complete defence relationship with your 'allies'... it is India itself that pushed Sri Lanka towards China.

No use crying over spilt milk now. If you want someone to blame, blame your Indian government's foreign policy.

It is India that has been a complete asshole towards Sri Lanka.

And some people think, we wont record and analyze the sound signatures of chinese subs!
Like in 1971 war, some people thought that we didn't get the intelligence on type of aircraft that PAF and timing of their arrival and departure

Well - Srilanka is sovereign country . it has every right to develop. whether it allows Chinese ships or Alien ships it is its internal matter.
