Sri Lanka heads for collision course with India

I don't like this concept, specific group getting land and police powers in that area then this can violate rights of another person who live in different area.

In India police are under the jurisdiction of separate states (except the Central Police which is under the control of Central Govt). The states arm, train and pay them and they make sure that the police don't cross state borders. Also land acts passed in one state have no backing in another state. SL should try this, it worked beautifully in India for the last 63 years. An Indian whether he is a Tamil, Telugu, Punjabi or Gujurati is happy with the level of autonomy that he enjoys.

Yep, that's why I don't like that concept. If we are living in multi-cultural country we have to secure rights of people anywhere in the country.
Indian system is complex, few days ago in some thread here some of Indians in here mentioned they have casts system integrated with Indian constitution also.
Is it possible to Tamilnadu policeman to take a transfer to another state? Also I haven't idea about this, if you are Punjabi who lives in your state and you are going to live in TN, You have the same rights in that state too, government officers, schools, police are welcoming you with same rights?

Sri Lanka's internal matters are Sri Lanka's own business. Why does Sri Lanka care about what india thinks? It has nothing to do with india anyway. Just tell it to fxxk off.

Sri Lanka heads for collision course with India

Sri Lanka has told India it will not concede key land and police powers to provincial councils under a New Delhi-initiated political plan aimed at resolving the long-drawn Tamil issue, a media report said on Sunday, warning that it could bring the two sides on "a collision course."

President Mahinda Rajapaksa told a visiting top Indian delegation on Saturday that the key police powers and control over land cannot be given to provincial councils established under the 13th amendment that deals with devolution of powers.

"The government's tough stance in not giving land and police powers to provincial councils is expected to pitch Colombo and New Delhi on a collision course diplomatically," the Sunday Times newspaper said.

There was no immediate comment from the government which did not issue any statement after Rajapaksa held a breakfast meeting with National Security Adviser Shivshanker Menon, Foreign Secretary Nirupama Rao and Defence Secretary Pradeep Kumar.

The troika was also accompanied by India's High Commissioner in Colombo, Ashok Kanth.

Menon told Colombo-based Indian reporters just before the top Indian officials left here that Sri Lanka would build on the 13th amendment which was a result of the 1987 Indo-Sri Lanka peace accord.

The Sunday Times said it learnt about strong opposition from constituent partners of Rajapaksa's United People's Freedom Alliance to granting more powers to the provincial councils which largely remain ineffective.

"President Rajapaksa is learnt to have told the Indian delegation that his government would concede many other subjects that are incorporated in the Concurrent List (subjects that both the centre and the councils can do) that accompanies the 13th Amendment to the Constitution."

He also told the Indian delegation that his government will withdraw Emergency Regulations with regard to terrorist activities in the North and East since there was no more war in the two regions, the Times said.

Menon told reporters on Saturday that Sri Lanka has already pledged to improve on the Constitutional amendment and hoped they would implement it. "The quicker the Sri Lankan government can come to a political arrangement (with the minority Tamils) the better," he said, adding that an arrangement that is acceptable to all is the objective.

India appeared to have toughened its stand on Sri Lanka last month by asking publicly for the first time in decades to investigate alleged human rights abuses and end emergency rule.

India loves interfering in the affairs of other countries, but whines to high heaven about other countries interfering in India. This has been the story since independence.

Are the Kashmiris and the Assamese happy? Why was there a movement for a separate Khalistan which was brutally put down by the Indian government (but lives on in the Punjabi diaspora)?

And secondly, is India game to allow each of its states (which are nations unto themselves) to decide whether or not they wish to remain in the Indian union? After all, if everything is hunky dory all of them would vote against secession.

Thirdly, what works for India may or may not work for Sri Lanka. India is a huge country, Sri Lanka is not.

Giving control of 30% of the Sri Lankan land mass and 60% of the coastline to something around 7% of the population, as well as police powers, is highly inappropriate in my opinion, especially when that population is lead by political leaders who were in bed with the LTTE and considered their mouthpieces.

India consists of hundreds of ethinicities , so its quite natural that few people feels discontented. Khalistan is dead and ULFA is close to dead and these separatist movements are a result of political failure of the govt of the time rather than discrimination faced by the concerned people, which was the case in SL

That is a stupid question. No nation allows it. Why didn't you asked the Tamils whether they wanted to be part of SL?
Coming to India,the fact that we have more than 80% turnout in elections itself is an indication of faith Indians have in their constitution.
Thirdly, what works for India may or may not work for Sri Lanka. India is a huge country, Sri Lanka is not.

Actually it will work better in SL as you have only 2 main ethinicities- Sinhalas & Tamils and relatively higher levels of literacy.

Giving control of 30% of the Sri Lankan land mass and 60% of the coastline to something around 7% of the population, as well as police powers, is highly inappropriate in my opinion, especially when that population is lead by political leaders who were in bed with the LTTE and considered their mouthpieces.

Would you rather prefer a separate country, Tamil Eelam Style

Indian state gives an enormous amount of autonomy to its states. When your country gives the same amount of autonomy to your politically diverse people you can open your mouth.

The police inspectors and constables can't, but their senior officers can. All state police gets high officials such as SP, SSP , DIG and IG of police though the Indian Police Service(IPS).

Also I haven't idea about this, if you are Punjabi who lives in your state and you are going to live in TN, You have the same rights in that state too, government officers, schools, police are welcoming you with same rights?

Yes same rights. Its like asking if someone from New york gets the same rights in Los Angeles.

I have seen some pic in an indian blog, that's why I asked that question.
