SRI LANKA INDIA CEPA canceled I am a Sri Lankan I know about the internal political situation in Sri Lanka, If Sri Lankan Government trying to sign the CEPA with India then Sri Lankan Government will lose the Majority at Sri Lankan Parliament.

Sri Lankan Government needs the support from Anti-Indian Political parties to survive.

JHU and NFF concerned over CEPA

The Jaathika Hela Urumaya has expressed serious concern over the proposed Indo-Lanka Comprehensive Economic Partnership Agreement (CEPA) and conveyed the party's apprehensions to Minister G.L. Peiris. At a recent discussion with the minister, the Venerable Athureliye Ratana said that CEPA could turn out to be the same as SAPTA (South Asia Preferential Trade Agreement) or even worse.

He recalled that SAPTA brought no benefit to Sri Lanka. According to him its only outcome was that it enabled India export everything from the humble karapincha leaf to TATA buses and Maruti cars to Sri Lanka. He asked how is it possible for Sri Lankan products to compete with these.

Among the other participants in the discussion were JHU members Minister Champika Ranawaka, Udaya Gammanpila, Nishantha Warnasuriya and Anuruddha Pradeep.

National Freedom Front Leader Wimal Weerawansa said that CEPA is bound to cause seriously harm to Sri Lanka. According to him the Indian authorities have consulted around 1000 Indian economists on CEPA. But in Sri Lanka's case it was the opposite, he alleged.

The NFF leader called for steps to oppose this agreement but cautioned that it should not be a crude anti-Indian campaign.

Among the others who have voiced their strong opposition to CEPA is Chairman Maubima Lanka Foundation Ariyaseela Wickremanayake, head of the DSI Group of Companies Kulatunga Rajapaksa, Managing Director Multichemi Group Samantha Kumarasinghe, Managing Director Samson Rajarata Tiles Dr. Bandula Perera and Chairman Ceylon Biscuits Mineka Wickremasingha. Ariyaseela Wickremanayake has always been a strong advocate of self-reliance and boosting local industries.

The question being asked in business circles is what is the point of having a partnership when there is no level playing field? What purpose is served by an economic agreement with a foreign government that does not allow or curbs Sri Lankan exports to that country?

Given the power imbalance between Sri Lanka and India the proposal is considered to be of dubious benefit to us.

The National Freedom Front yesterday at its first ever press conference fired the first salvo against the proposed Comprehensive Economic Partnership Agreement (CEPA) between India and Sri Lanka.

"If enacted, this agreement will turn Sri Lanka into the next provincial state of India. This country’s economy would be gobbled up by our giant neighbour . We oppose this and insist that the Government should not fall into a trap where the country would become an economic colony of India," leader of the NFF, Wimal Weerawansa said.

"Local economists, businessmen and experts had already warned the government not to enter into this agreement since it would serve only Indian interests. We demand that the Government heeds the call of local businessmen and stop giving into Indian pressure," he said.

Weerawansa said that although India had been a friend of Sri Lanka for centuries this agreement would not be in favour of Sri Lankans. This agreement on enhanced market access for service sectors between India and Sri Lanka has been presented by the Indian media as an opportunity for Sri Lankan entrepreneurs. Both countries had entered into a free trade agreement (FTA) covering goods that became operational since March 2000.

"We know how the FTA had served the interests of Indian businessmen and our entrepreneurs. Our businessmen could not even enter the Indian market despite the rosy picture portrayed by clauses and sections of the FTA," Cultural Secretary of the NFF, Senarath Silva said.

He said that India is lobbying to upgrade the FTA to a Comprehensive Economic Partnership Agreement covering services and investments. If Sri Lanka opens up its services sector for the Indian businessmen then local businessmen would lose their enterprises. Local professionals will lose their market to Indian professionals like doctors, lawyers or architects. If an Indian firm opens a branch in Sri Lanka, Indian professionals could join it.

This sort of bilateral deals related to services, the market access offers, are in excess of the commitments in the General Agreement on Trade in Services (GATS) under the WTO, Silva said.

"This is an unprecedented agreement and aims at only gobbling up the Sri Lankan economy, allowing a free passage to Indian professionals, services and goods to flow into the local market. The Multi National Companies too could make use of this agreement to further exploit the local market and consumers."

"Under the provisions of this agreement Lanka would be able to export dhal to India but not coconut oil. That simply summarizes the whole situation," Silva said.

Weerawansa said the NFF had already requested the Speaker to arrange time for a two-day debate on the proposed agreement. "We at the same time demand the Government not to take any more steps without presenting this issue to Parliament."

The NFF would never allow the materialization of the CEPA for the benefit of Indian businessmen at the cost of local businessmen, he added.

Yes , there is a problem srilankan... the article doesnt say CEPA is cancelled. It says no progress in India - Srilanka CEPA..and there is a big difference.
The below source say India-Srilanka CEPA talks likely to be finalized by 2010 end.

Sri Lankan MPs clash over CEPA with India

Sparks flew in the Sri Lankan parliament as supporters and critics clashed over the proposed Comprehensive Economic Partnership Agreement (CEPA) with India.

According to media reports, Weerawansa expressed fears that the deal, the first of its kind in Sri Lanka, would leave local enterprises in doldrums because of the possibility of Indian investors gaining the upper hand, according to the provisions of the deal.

Bimal Ratnayake of the JVP charged that the government had decided to sign the deal with India in a hurry without consulting the “true industrialists” in the country.

“Today Mahinda Rajapaksa government has knelt before India and is betraying us to India the state-run Daily News quoted JVP MP Ratnayake as saying.

Udawatte Nanda Thera, a MP from the Jathika Hela Urumaya (JHU) — an influential party of Budhist monks — has said that the Sri Lanka had benefited “very little” from the Free Trade Agreement (FTA) with Indi and added that CEPA would mean a one-way traffic for Indian entrepreneurs.
