China releases 21 Vietnamese fishermen after more than 1 month in detention on disputed island

BEIJING — China says authorities have released 21 Vietnamese fishermen whom they had detained for more than a month on a disputed island in the South China Sea.

The official Xinhua News Agency said late Friday that according to the South China Sea Fishery Bureau, the fishermen were released after they guaranteed in writing not to “infringe on China’s maritime rights, especially fishing, in its territorial waters.”

Chinese security forces intercepted the fishermen’s two boats in early March near the Paracel islands, known in China as the Xisha Islands.

The Paracels are occupied by China but also claimed by Vietnam.

Vietnam had said the arrests of the fishermen violated Vietnam’s sovereignty over the island chain and demanded their release.China releases 21 Vietnamese fishermen after more than 1 month in detention on disputed island - The Washington Post

Filipino fisherman handed over after two months in Vietnam

VietNamNet Bridge – The authorities of Khanh Hoa province, in central Vietnam, on April 23 handed over a Filipino fisherman named Richard Bacunawa, to the Embassy of Philippines in Vietnam.

This fisherman was rescued by a Vietnamese boat in the waters of Truong Sa (Spratly) Islands nearly two months ago.

According to Khanh Hoa’s border guards, this man caught fish alone in the waters of the Philippines. His boat was sunk by strong waves and wind. He floated for several days and was rescued by Vietnamese fishermen on February 21 in the waters of Truong Sa Island District of Vietnam.

After that, the man was transferred to a ship of the navy and then handed over to Khanh Hoa’s border guard forces.

Colonel Nguyen Duc Phuc, vice commander of the Khanh Hoa’s border guard forces, says that the Filipino fisherman was exhausted and got panicky when he was rescued. He was treated at a hospital of the navy. However, the fisherman did not cooperate with local authorities, so it was a trouble to identify him.

After two months in Vietnam, the man has fully recovered and he told Vietnamese authorities his nationality.

The Embassy of Philippines has received and taken him home.

Mr. Hector Reyes Herrera, military attaché of the Embassy of Philippines, thanked Vietnamese friends for rescuing and assisting the Filipino fisherman.

Very cheap propaganda ! Big troubles maker for us is China. What did China do recently ? threating and bullying. It's best chance for USA return to region to show his muscles.

Do we care how you call us...Vietname has been watched by China for mellenium....we make sure that your sagely behaved and confined in a corner from bullyig Cambodia or Laos... ask Americans for help if you want...that's not gonna change anything....more likely we will stroke a deal as 1971 with Kissinger this time to divide into south and nord vietnam...American sure know their own interest come first...depend on what you can offer them...unless you will give up vietnam for them to protect few of your islands...

We dont kneed...that call win-win to China and U.S to exploit Vietnam in 1971...they get what their want and we got what we want from them...you vietnameses are nothing but a piece of Chess...what gamer use....so cry for being victime is not going to change the fate of Vietnam...in the future...Vietnam will still a piece chess...you will never be master of your own destiny...LMAO

After troops, US sends 'Mercy' to South China Sea

WASHINGTON D.C. - To help assuage fears of growing militarization of the South China Sea, the United States Navy is mounting a high-profile humanitarian mission in the region that will involve at least two nations locked in a territorial dispute with China.

The US Pacific Fleet is mounting Pacific Partnership 2012 – that it described as the “largest annual humanitarian and civic assistance mission in the Asia-Pacific region, designed to strengthen regional relationships and increase interoperability between the United States, partner nations, and international humanitarian and relief organizations.”

The blog site “The Hill” claimed that the Pentagon was looking at the feasibility of coordinating the Medical Civic Action Program (MEDCAP) with special operations units already in the Philippines.

The 2012 mission platform will be the USNS Mercy (T-AH 19). The Military Sealift Command hospital ship will leave its San Diego homeport May 1 to visit Indonesia, the Philippines, Vietnam, and Cambodia.

The US will be joined by 12 partner nations including Australia, Canada, Chile, France, Japan, Korea, Malaysia, Netherlands, New Zealand, Peru, Singapore, and Thailand.

The Pacific Partnership will also be joined by a number of NGOs and agencies including the East-West Center, Global Grins, Hope Worldwide, LDS Charities, Project Handclasp, Project Hope, UC San Diego Pre-Dental Society, University of Hawaii, World Vets; as well as, USAID, Dept of Justice, NOAA, and joint partners – the Army, Air Force, and Marine Corps.

A Japan Maritime Self-Defense Force (JMSDF) vessel will visit the Philippines and Vietnam, along with complete medical teams, helicopters, and Japanese volunteer organizations.

Navy medical specialists plan to carry out humanitarian support operations alongside their military and civilian counterparts in each country, mission commander Capt. James Morgan said.

Those operations will include setting up medical treatment centers inland and bringing locals aboard the USNS Mercy for more complicated medical procedures, he explained.

In addition to the medical aspect of the mission, Pacific Partnership includes engineering projects as well as conferences and classes with local officials.

Morgan stressed that the Pacific Partnership was “wholly separate" from the Balikatan war games held in Palawan.

Pacific Partnership was created in response to the terrible tsunami that killed more than 200,000 people in 2004.

But the Pentagon admitted the 4-month humanitarian operation is part of the shift of American military focus from the Middle East to the Pacific. That shift was a key part in the White House's new national security strategy rolled out in February by President Obama.

The ship is expected to return to San Diego in mid-September.

CNOOC Deploys Oil Rig as Weapon to Assert South China Sea Claims

China’s first deep-water rig began operations near an island chain in the South China Sea, a move Cnooc Ltd. (883) Chairman Wang Yilin hailed as a step toward ensuring the country’s sovereignty in territorial disputes.

The semi-submersible CNOOC 981 owned by China’s largest offshore oil producer began drilling yesterday 320 kilometers (199 miles) southeast of Hong Kong at a depth of 1,500 meters, the official Xinhua News Agency reported. The area is north of the Paracel islands claimed by China, Vietnam and Taiwan.


“Large deep-water drilling rigs are our mobile national territory and strategic weapon for promoting the development of the country’s offshore oil industry,” Wang said, according to Xinhua. The rig would help China secure energy resources in the waters, it cited him as saying.

Competition for energy reserves in the sea has increased tensions as countries shun joint development and improve their respective naval capabilities. Chinese vessels have confronted Vietnamese survey ships over the past year and have been locked in a month-long standoff with Philippine boats over a disputed island in another area of the sea.

“The development of indigenous deep-sea drilling is indeed a big step forward for the Chinese,” said Gary Li, head of marine and aviation forecasting at Exclusive Analysis Ltd., a London-based business advisory firm. “They have blamed their previous inability to harvest South China Sea resources primarily on the lack of deep drilling technology.”

Vietnam wins 2012 global energy prize

A project that introduces eco-power onto the Vietnamese Truong Sa (Spratly) Archipelago has won a prestigious Energy Globe Award.

“Wind and Solar Energy instead of Smelly Diesel Generators” won the 2012 National Energy Globe Award Vietnam for producing daily savings of six tons of carbon dioxide and 620 litres of diesel fuel.

The project, implemented on 48 islands and DK1 block in Spratly Archipelago, aims to supply clean energy to local people and reduce carbon dioxide for climate change adaptation.

The Energy Globe Awards celebrate the world’s best sustainability projects in association with the United Nations Industrial Development Organization (UNIDO), the World Bank (WB), The European Renewable Energy Council (EREC), and Seibersdorf Research Centre.
