Spain Proposes Avro Replacement Deal - C-295, To Be Changed To Govt-to-Govt... India, Spain To Sign Confidentiality Of Classified Info Deal







Spain Defence Minister Pedro Morenes Eulate is in India on a 2-day visit, slated to meet Defence Minister Manohar Parrikar the three service Chiefs and even NSA Ajit Doval.

Spain has proposed to the Indian govt that Avro replacement deal for the Indian Air Force for 56 Avro transport planes, for which the Spanish Casa 295 has been shortlisted , after it emerged single vendor, be converted to a Govt-to-Govt contract, rather than cancelling the RFP and going for a fresh tender.

Morenes said this morning about the new Indian govt that,"I find there is a new enthusiasm, and a new attitude, an idea to do something new and important , in the new Indian govt, which is good. Building of trust is very important in defence cooperation"

Spain and India will sign a deal under which there will be a commitment to protect sharing of classified information , by both countries.

L&T and Navantia of Spain have entered into a joint venture for naval projects, like the ongoing LPD, for which the prime contractor is L&T and Navantia is the sub-contractor, chosen by L&T, as its partner. Other future projects coming up are OPVs for the Indian Navy.

Other areas of interest for Spain, which will come up in talks are Cyber, outer space, technologies to be shared in deals of the army, navy and airforce.

Spain has also shown interest in the mountain warfare techniques of the Indian Army, for which it has asked India to train the Spanish army, as Spain is the second highest country (altitude-wise) in Europe, after Switzerland, "India has good military capability in the mountains", said Morenes.

Pretty irrelevant as Alenia didn't see it as worthwhile to take part in this tenders.

@Topic a most sensible suggestion from the Spanish and I hope the MoD accept this as it is a good way to get out of the current mess/limbo this bid is in.

The industrial benefits this deal brings to india are immense and more than enough to justify such a govt-govt deal. Sure it is not ideal but it is what it is.


A(nother) chance for the DM to prove he is as intelligent, decisive and committed to modernising the military as he it has been claimed he is.....

Well realistically speaking TATA are the ONLY bet because they are the only ones to actually make a bid for this deal.

Even still, of the indian pvt sector they are probably the most suitable entity to take on such a project as they are aggressively pursuing the defence/aviation market (Do-228 production,S-92, parts for C-130J, F-18, P-8 etc etc).

This deal will/could be a game changer for indian industry let's just hope this goes ahead, with no end in sight with the MTA saga and HAL continuing to enjoy a monopoly in this sector the time is now to clear this....

Let there be transparency in such deals. Let them participate in tenders and let the tenders by closed fast.

Well Its only Tata which will partner with them for production in India. Govt has just changed the contract as govt to govt type( like super Hercules, P-8I, C-17, upcoming Shinmaywa us-2 deal) as there's only one bidder for this deal. So cancelling it and reissuing tender will only make this whole deal dealy forever like 197 light helis deal.

Well Its only Tata which will partner with them for production in India. Govt has just changed the contract as govt to govt type( like super Hercules, P-8I, C-17, upcoming Shinmaywa us-2 deal) as there's only one bidder for this deal. So cancelling it and reissuing tender will only make this whole deal dealy forever like 197 light helis deal.

There is no need to cancel it even if there is only one participant. Just throw this offer into the bunch and pick the best choice.

Why do you think so? Without the government to government deal and the pressure of the US government on Boeing, we would had paid several 100s of millions more for each C17. The more interesting question is, what conditions that offer includes, for example would it still be a licence production? The spanish government normally can't offer a deal that includes that, since only Airbus can offer diverting ToT and offset.

That's dependent on customer requirements, a country like India that is planing with proper medium class aircrafts like C130J and MTA, the C27J is a waste, since it's larger cargo hold diameter and the tactical advantages would be taken over by the earlier. That leaves only basic logistical transport roles and then the C27J is too costly, which makes the C295 the far better option as the low end of the transport fleet.

because our negotiation power will be minimum.In case of US FMS program congress takes a percentage as fee.Like you said, second reason would be how far they can offer in ToT and offsets.

Technically not a bad option in fact a very good one, however considering India's insistence on make in India, don't know if government would agree for government to government deal.

@sancho sir how do you compare this option vis a vis MTA project considering that C 295 can be delivered quite quickly.
