Read a title of Map in Chinese. It is stated that there is full (全) map of China.
This is silly. Even the US has different incorporated and unincorporated territories. If you look at most of the printed US map, you won't find Guam, American Samoa, Midway or the other territories.
The full title of the map actually reads the "Map of Empire direct province". It doesn't include general administration zone and minor islands, which is why you won't see the vast Xinjiang or Manchuria territory. Matter fact the map is not an official publication by the Qing government with geographic terms that's used only during post Qing era.
