All of infrastructure spending in India is financed by external debt....which is not guaranteed.

Eating grass is not good, but it beats eating toxic mud, which is what BBC says is happening in India.

Here's an excerpt of a recent BBC story of Indian children eating dirt to survive:

In Ganne, just off the main road about an hour south of the city of Allahabad, this is a simple fact of life.

It is home to members of a poor tribal community, who live in small huts clustered around a series of shallow quarries.

Inside one of the huts sits a little girl called Poonam. She is three years old, and in the early stages of kidney failure.

Like many children in Ganne she has become used to eating bits of dried mud and silica, which she finds in the quarry. Tiny children chew on the mud simply because they are hungry - but it is making them ill.

When reports first emerged of children eating mud here local officials delivered more food and warned the villagers not to speak to outsiders. But Poonam's father, Bhulli, is close to despair.

this is your pakistan

According to the latest estimates of the World Bank, almost 40 percent of 107 developing countries are highly exposed to the poverty. Pakistan is ranked among the 43 countries most exposed to poverty risks. Poverty is widespread in Pakistan and is predominantly a rural phenomenon. Nearly two thirds of our population lives in rural areas. Most of them depend on agriculture for their livelihoods. Many of them lack basic needs such as safe drinking water, primary health care, education and other social services.

Overall, the latest World Bank data shows that India's poverty rate of 27.5%, based on India's current poverty line of $1.03 per person per day, is more than 10 percentage points higher than Pakistan's 17.2%. Assam (urban), Punjab and Himachal Pradesh are the only three Indian states with lower or similar poverty rates than Pakistan's.

And based on $1.25 poverty level, "superpower" India is among the poorest nations in the world along with sub-Saharan Africa .

Pakistan: 8 Hunger Facts
Pakistan already suffered high levels of malnutrition and food insecurity before the flooding began.
The monsoon floods in August hit a country already grappling with high levels of malnutrition, high food prices and a humanitarian crisis along its border with Afghanistan. Here are eight facts that show the full extent of hunger and poverty in Pakistan.
1. 20 million affected by the floods
The Pakistan floods this summer impacted the lives and livelihoods of some 20 million people, around 10 million of whom required emergency food assistance.
2. Nearly one in two Pakistanis at risk
Pakistan suffered from widespread hunger even before the monsoon floods, with an estimated 82.6 million people – a little less than half the population – estimated to be food insecure.
3. Widespread poverty
An estimated 36 percent of Pakistanis live belowthe poverty line and almost half are illiterate. Poorer households typically spend over 60 percent of their income on food.
4. Poor sanitation
50 percent of all Pakistanis have little or no access to clean toilets and drinking water, a condition that renders them vulnerable to infectious diseases.
5. Child mortality
The biggest killers of children under five in Pakistan are diarrhea and acute respiratory infections. Undernourishment is an underlying cause in 38 percent of those cases.
6. Violent conflict
Conflict along Pakistan’s northwestern border with Afghanistan has forced millions of people to flee their homes. Since 2008, WFP has provided over 2.6 million of them with food assistance.
7. Rising hunger
Volatile food prices over the past seven years have pushed the number of people who depend on food assistance in Pakistan from 38 percent ofthe population in 2003 to 49 percent in 2009.

8. Wheat dependent
Wheat is Pakistan’s main staple crop and most important source of calories. As a result of the flooding, which submerged around 16 percent of all arable land in Pakistan, the upcoming wheat harvest is expected to be around 15 percent smaller than usual.Pakistan hunger facts : The Face of Hunger

And people of "superpower" India are poorer and hungrier than Pakistanis and poorest of the poor sub-Saharan Africans.

A new multi-dimensional measure of poverty confirms that there is grinding poverty in resurgent India. It highlights the fact that just eight Indian states account for more poor people than the 26 poorest African countries combined, according to media reports. The Indian states, including Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh , Orissa, Rajasthan, Uttar Pradesh, and West Bengal, have 421 million "poor" people, compared to 410 million poor in the poorest African countries.

Poverty in India is a major issue. Rural Indians depend on unpredictable agriculture incomes, while urban Indians rely on jobs that are, at best, scarce.

Since its independence, the issue of poverty within India has remained a prevalent concern. As of 2010, more than 37% of India’s population of 1.35 billion still lives below the poverty line. More than 22% of the entire rural population and 15% of the urban population of India exists in this difficult physical and financial predicament.

Poverty Situation

The division of resources, as well as wealth, is uneven in India - this disparity creates different poverty ratios for different states. For instance, states such as Delhi and Punjab have low poverty ratios. On the other hand, almost half the population in states like Bihar and Orissa live below the poverty line.

A number of factors are responsible for poverty in the rural areas of India. Rural populations primarily depend on agriculture, which is highly dependant on rain patterns and the monsoon season. Inadequate rain and improper irrigation facilities can obviously cause low, or in some cases, zero production of crops.

Additionally, the Indian family unit is often large, which can amplify the effects of poverty. Also, the caste system still prevails in India, and this is a major reason for rural poverty - people from the lower casts are often deprived of the most basic facilities and opportunities. The government has planned and implemented poverty eradication programs, but the benefits of these programs are yet to bear fruits.

Increasing Poverty in India

The phenomenal increase in population in the cities is one of the main reasons for poverty in the urban areas of India. A major portion of this additional population is due to the large scale migration of rural families from villages to cities. This migration is mainly attributed to poor employment opportunities in villages.

Since 1970, the Indian government has implemented a number of programs designed to eradicate poverty, and has had some success with these programs. The government has sought to increase the GDP through different processes, including changes in industrial policies. There is a Public Distribution System, which has been effective to some extent. Other programs include the Integrated Rural Development Program, Jawahar Rozgar Yojana and the Training Rural Youth for Self Employment (TRYSEM), and other on-going initiatives.

“The 2008 poverty figure was a fraud that was not even endorsed by any renowned economist or poverty expert,” said Dr Haque.
The Asian Development Bank (ADB) estimates that every 10 per cent increase in food prices pushes 2.2 per cent of Pakistan’s population below the poverty line. The finance ministry had estimated that food prices have surged 94 per cent since its last poverty survey. If ADB’s estimates hold across several years, poverty in Pakistan has increased to 43 per cent.

Riaz Haq please write to your congressman about the plight of Indian poverty. I am guessing you are concerned about their well being because the amount of Indian poverty figures that I see from your posts are heartbreaking.

The US Congress couldn't care less about the subject. It's an issue of concern for rational South Asians whose region is among the world's most deprived after sub-Saharan Africa.

It's obvious from your comments that you are as unconcerned and clueless as some of the Indian posters here about the close relationship between high poverty and excessive defense spending that affects all South Asians, not just Indians. And it's really triggered by India's massive arms buildup which has made India the world's number 1 buyer of military hardware on the world market.
