These five regions got their culture inherited from civilizations developed along River Indus..has nothing to do with civilizations in Ganges and Yumana where today's India inherited its culture and values from...the only region in India which is culturally closer to Pakistan is Punjab and Kashmir (Punjabis are 1.5% of the Indian population while Kashmir is a disputed area), the rest ( Gujratis, Marathi, Haryanvi, Tamils, Telugu, Kannada, Bengali, Bihari, Assamese, Nepali) are absolutely different, as alien as Tajiks or Uzbeks are to us.
