I would both disagree and agree with you.

It is important to not characterize things in black and white - otherwise for India Pakistan would be evil and vice versa. In this context shades of grey are necessary. Such gross characterizations evils are the root cause why Terrorist Groups Thrive. We all do some bad - US, India Pakistan - all of us have our hands dirty and the binary separation would ensure all are condemned.
