Of course not, it's for more but ToT can be provided in various fields, be it for the assembly of critical parts, be it for the production of non critical parts, be it for the design and development of modifications and varients and so on. Business is business, and the idea behind any business is to make money for yourself and the investors, and create a name for you and your company.

Business also means diversification = Tata manufactures cars, buses, weapons, salt, Tea and what not.
