They are going more tech savvy day by day. I will not be surprised if they monitor all the emails and telephone calls through various ways. What we need is not just spying or espionage but attacking capability in cyber war.

AFAIK the US has such (more way more sophisticated) system, it's legality is justified in the Patriot act, if I'm not mistaken
