Taking out major Indian bases and support infrastructure to decapitate Indian defensive capability.There is a reason, Pakistan work extensively on modernizing their missiles than spending money on deep strike fighters.

Tactical Nukes are usually used for defense to destroy 3rd or 4th wave of concentrated enemy attack. On the other side, if Pakistan launch a quick offensive to take out Indian Airbases like it did in 65, either with PAF or IRBM. Rest Indian Army would be a duck shoot for PAF. Regardless of their size.

Solution To Liberate Kashmir From India:

Pakistan is gradually increasing its deployment in Aksai Chin Base,China where it is building helipads and huge supply dumps.This base is operated by a PAF and Chinese Air Force.

Aksai chin base is Pakistan first and only military base outside its territory but serves its purpose very well as a staging point.

Pakistan Army is in the process of amsussing buildup in its force in westeren china as well in LOC. 300K Pakistani troops and 300 tanks are in the process of being deployed in Aksai Chin Base which connects Pakistan and China because it is build near Pak-Sino border.Another 100 tanks and 100K troops are poised to strike on LOC.

Victory in kashmir will require that PAF achieves Complete air-supermacy over IAF within 12 after the commencement of a Operation.

Pakistan mountain division should poised to attack IOK and also encircle nearby cities.

The city of mumbai should come under simulaneous attack by Pakistan armoured division as well as Pakistan Aircraft and submarines.

If everything goes according to well laid out plan then Indian's collapse can be bought in a mere two weeks time and consequently Kashmir will be freed from India.
