Hopefully it's true dude..it's not like I want Pakistan's HDI to be lower. Just being cautious.
May be new census data and updated economic indicators were used in the newer report? I don't know. Pakistan has yet to rebase its GDP to 2010 or something. We are using 2006 as our base still! (There were partial rebasing but never fully done).

This is Pakistan's internal HDI composite measure. It uses different components to the international one.
You can find those components in the report in the appendices etc, stuff like immunisation rate as posted by @Kabira in post 4:
The differences between the international one and this seems to be:
- For health, instead of life expectancy....immunisation rate and health facility satisfaction are the two components.
- Education is same (MYS and EYS....these were changed some years back in the international one from literacy rate)
- Economic well being, they use "living standard" here (instead of GDP per capita PPP)....I think maybe they will explain that more in the report.
India is doing better in HDI, in either case this report is good to compare different districts of Pakistan for now.
Yes its very appropriate for Pakistan to map where the deficiencies are the greatest and prioritise those ones esp by the population of those districts/areas etc.
