Dude calm down. Let me break it down for you.
- Taliban want to have good relations with neighboring countries and are welcoming development projects in Afghanistan however they are averse to any foreign troops presence in Afghanistan. That includes Pakistan, China and Turkey as well.
- Chinese are welcomed to invest in development projects
- Turkey is considered as a NATO member which was considered an occupier and now any presence of Turks soldiers will be looked in that perspective.
- If tomorrow Turkey announces to invest in Parks, hospitals and roads, taliban would welcome it.

They're welcoming Chinese investment, not troops.

Taliban are as much Muslims as are Turkish brothers.

Turkey needs to stay out of Afghanistan as it has no business here.

Their presence in Afghanistan till now was by virtue of it being part of NATO, which the local dominating force (Taliban) don't want on their land any more. Withdrawal of all foreign forces, including NATO forces, was part of the deal and Taliban are within their right to expect this.

It is my personal observation, given the history between Turkey and Russia, that Turkey wants to use Afghanistan as the ground to settle old scores with Russia. This will result in continued chaos in Afghanistan. Turkey is trying to bite much more than it can chew. Pakistan will not become part of any such Turkish plans even if it results in weakening of relationship between both countries.

Turkey needs to let go of it history with Russia and be forthcoming just as Russia is currently being in case of Turkey.

Those who are in the know, know that it is Russia which has made Taliban to tell Turkey to stay out.
