The new Runway is not yet operational as per publicly available sources. If you are referring to Noel's video, that was shot in 2022 and the markings are not yet applied on the runway during that time period as can be seen in the screengrab.

Even if Skardu is not MOB, the future developments should be unprepared airstrips and Heli landing pads for multiple factors :

1. C-130 can land on unprepared airstrips. Find a stretch of land in mountains is difficult but not impossible.

2. UAV/UCAV take off and landing for surveillance and bonding missions. Drone ops should be given priority in harsh weather during peace time sorties to improve mission success probability in war by encountering all sorting of hurdles and solving them.

The combat needs of strike missions should be slowly shifted to drones. In case Skardu FOB is destroyed, AWACS deployed in the skies should have redundancy to control UAVs to conduct missions in the mountain regions.

UAVs should also be used by ground forces to direct artillery fire.

3. Heli landing or ability to carry sling loads especially the Mi-17 cargo ability to re-distribute supplies from C-130 to forward and remote bases. While C-130 can land on 1 or 2 strips, Heli can pick up and drop off load without landing.
