Singapore is very small island, Its just 40/25 miles in size.You can not compare its border issues with Pakistan which has long land border along with India and border Afghanistan nearly 1600 and 2200 km.Sea of Singa pore with Malaysia is very less in width.How ever on other sides, there is vast ocean with Indonesia.
While Pakistan Coastal line life line for its trade, Thats why need a strong force to hit enemy.

He didn't mention anything about Muslim countries RELYING on US.

Anyways, the misunderstanding is cleared up.
True that Muslims countries receive much of the economic and military aid. And much of that goes to war-torn countries like Iraq and Afghanistan.

Some countries like to decorate their military fashion beautifully, most of these hardly go in all-round wars with neighbors. ie. UAE, Saudi Arabia, Singapore, and Greece. All they do is to impress themeselves and that's it.
Other strong countries gone to wars in the past have less inventories and equipments with extensive experiences and awarenees, it will slow build up during harsh times.
Hint: If Singapore goes wars with neighbors especially Malaysia or Indonesia in the past, they wouldn't have much everything they had today in decorations. I feel US will intervene this areas soon after South Asia.

Sir a Navy of a country which is basically a big city is almost the same size if not bigger than of Pakistan and they don't have that much enemies still look at the size of their navy so Pakistan should increase its NAVY with enemy like Indian we certainly need a lot more war ships
