He clearly said without any ambiguity, "Ye qoum, aik bhikari qoum" then he said a "developing nation". it means that he consider "Ye qoum, i.e. Pakistani qoum, as a bhikari qoum". He didn't mixed it with anything or any other nation, "Ye qoum" is only for Pakistan.

We know all developing countries are not "Bhikaris". Take example of India, it is also a developing nation, will Showbaz term India as a "Bhikari qoum"!!
