It is cursing individuals, and if trying to curse leaders they probably have protection from their own jinns. Jinns are very tribal creatures that aren't like animals, and many have allegiance to their own countries. I have seen videos of supposed Bengali jinns, Israeli jinns that have their own army's, and leaders.
