you dont give such important critical assets to foreign countries. local metro trains may be suitable for that but not national railways.

Considering the existing body (railway administration) can only manage to run it at 10% of it's total capacity , I was wondering perhaps Pakistan should just outsource the Railways operations to China

40-60% Profit share bases , as long as it is 1000% efficient from current standards ?

Remodel the Railway to Chinese Railways System

With the whole CPEC angle would make sense to seriously consider this option

Let the Chinese firm open a training branch in Pakistan (Collaboration with local University) so that a new workforce can be trained to run the system according to higher standard

See normally strategic sectors are not usually outsourced directly. Rather you should go for BOT model ie Built Operate and Transfer.

i. You don't have technology ---ask Chinese to built the rail infra with their Technology
ii. You do not have money to buy the technology you do not have skill to run infra efficiently and profitably --ask Chinese to operate for 20-years to recover investment and earn profit. Learn technology and operation too during this time and develop local private sector
iii. But have a clause in contract that Chinese will hand over the Rail infra to Pakistani Govt. After receiving the infra Govt may decide to outsource/joint venture with Local Private partner to operate and expand and share profit

This will be an win-win situation for both the country. No body can blame that you outsource national asset to Chinese, asset will come back to you. You will get technology in this process, You will learn and adopt technology and you do not have to invest much money---- Chinese people will also get their investment back with reasonable to high price

It is like water supply service, you dont give it to private companies. Though it should not run into deep loss but neither should it be crassly commercialized. will a private company lay tracks into remote parts where they wont make profit but it is absolutely needed by the people of the region.

A simple increase in railway fares will ground your economy or tilt the political balance during elections.

Privatize the railways like they did in Japan. Let private firms invest some funds let there be competition among the companies. Then there will be better safety and better infrastructure.

If the government keep their arms around it, it'll always be incompetent due to corrupt officials and politicians.

You don't need to transfer ownership to China. What is needed is the political will to combat the "Unions" that have corrupted the Railways.

Hire a Japanese or Chinese individual with experience on railways. And give him the full power of the PM/President's office. Let him/her hire or fire entire departments.

How many of you guys prefer to travel by railways than roads?

The passenger volume for Railways are low in Pakistan. If the trains run on time with better signaling then why not outsource them.

i even hate to sit more then 5 hours i prefer PIA to travel . i will use railway when we have 400KMPH trains

Do you people realise the only reason things work so well in China is the severe consequences of failure? The Chinese are not uncorruptable angels. If you are caught being corrupt or criminal in China you risk losing your life or at least your freedom. A Chinese businessman producing dodgy baby milk which poisoned some children was hung to death. In our country they are closed down one day and operating less than a week later. The Chinese built the Road next to Mangal dam, just outside Mirpur near a place called Jari Khas two lanes fell into the dam!

The reason is simple, without fear of consequence, the contractor was corrupted and cut corners.

Pak rail could be run by monkeys if they knew they had to be accountable for mistakes. Good governance not just outsourcing will fix our country.
