IT WAS all settled, says Mohammed Nur Islam, a Bangladeshi worker whose family migrated to India when he was six. His daughter’s wedding would take place the day after their return in Bangladesh. But the wedding never happened. On January 7th India’s Border Security Force (BSF) shot dead Mr Nur Islam’s 15-year-old Felani, at an illegal crossing into Bangladesh from the Indian state of West Bengal. Felani’s body hung from the barbed-wired fence for five hours. Then the Indians took her down, tied her hands and feet to a bamboo pole, and carried her away. Her body was handed over the next day and buried in the yard at home.

The BSF kills with such impunity along India’s 4,100-kilometre (2,550-mile) border with Bangladesh that one local journalist wonders what the story is about. According to Human Rights Watch, India’s force has killed almost 1,000 Bangladeshis over the past ten years. That implies a shooting every four days. The death toll between two democracies dwarfs the number killed attempting to cross the inner German border during the cold war. Mr Islam does not know why things went wrong. Like many from Kurigram, a desperately poor district in northern Bangladesh, he had made the crossing countless times before. He had paid 3,000 rupees ($65) to traffickers on the Indian side.

The public outcry in Bangladesh has been huge, India’s apology feeble. Until now, Bangladesh’s own leaders have played down such killings. More preoccupying to the prime minister, Sheikh Hasina, are the implications for her attempted rapprochement with India. The picture of the dead teenager was first published by Anandabazar Patrika, a leading Bangla-language newspaper in Kolkata. This week walls near the Dhaka offices of Sheikh Hasina were plastered with posters of Felani that called for the killing to stop.

Partly because of the shooting, the approval ratings of Sheikh Hasina’s government, already drooping, have slid further. She may now have to slow the rapprochement drive just as her Indian counterpart, Manmohan Singh, prepares to visit Bangladesh. Dhaka is a willing partner in a crackdown on Bangladesh-based Islamic extremists and insurgents from India’s north-eastern states. India’s promise of economic integration has yet to show much progress. Shooting the people you claim to want to do business with is a poor start.

Do not forget it happened when his father was 6 ... so it is likely during liberation war or sometimes around that.. no one deny that... but it does not omit the reality that bharti BSF is killing innocent people brutally where as smugglers with cow, cloths, woman and drugs are crossing without being arrested after giving bribe to BSF...


I forgot to add that felanis father gave money to a trafficer to cross as he was in the indian side so definitely he gave the money to an Indian who set up ladder on 2 sides of the fence.... but does BSF caught that trafficer??? or let him go after getting bribe from him and keeping option open for taking bribe in the future???

Three points

1)They may be innocent people but they are also illegal migrants trying to cross the international border. So they do it at their own risk.

2) What is the BDR doing to stop the smugglers ?? Are they are also getting bribes .?

You omitted my main point... why only innocent people are getting killed ... n no real smugglers???

N regarding BDR... yes sometimes they are also involved... as at 1st shipment cross indian border it is BSF's responsibility to stop it... Another fact is that the number of BDR check post is much much smaller then BSF due to shortage or limited personal...

1) No I have not omitted - two reasons maybe because theya re not aware of the 'safe' routes and are caught trying to cross where checking is more. Also they are not paying to the BSF.

But it is the job of the BDR to stop these ppl from trying to cross over to India. Once they cross it is BSF's discretion as to what to do (whether to shoot or to let go away) because no Indian law covers Bangladeshi citizens. No use in blaming the BSF alone when the clearly incompetent BDR is doing nothing to stop it.

3) What is the BD govt doing to stop illegal migration - why dont it run awareness campaigns in border areas detailing the risks which entails the crossing of borders.

Either your govt does not do anything or your citizens are so desperate that they don't pay heed to the warnings.Either way it is BD's failure and not India's.

Dont BD ppl know the concept of VISA...:hitwall:..Ppl cross borders illegally if they have some illegal trade to do(smuggling,terrorism etc...)..But when u have a valid reason, y the hell u need to cross border illegally..even when u know evil BSF are manning the other side...

Though i regret the loss of innocent..more importantly a young life...it is time BDR stops illegal border crossing from their side too...

You cross at your own risk. Even if they are innocent angels. Borders are there because we are two different countries. Ideally i would vouch for an open border, but given the religeous and economic fabric of bangladesh that wouldnt be a good idea.

So no point in blaming BSF for protecting its borders.

You know it very well in most of the border region relatives are separated by border... many people live in one side but their farm land on the other side.. some people go to other side for shopping in the local huts... and this happen from both side of the border...

N there are also couple of thousand chit mahals where people still do not know in which side they are living....

Bd asked India to resolve this border dispute but so far no progress from indian side.. no one wonder due to this fact..

N in most of the cases this innocent proples are got killed ... instead of the real smugglers... n in no way shoot to kill policy is acceptable according to international law... n india knows it that is why it was forced to say sorry...

This illegal immigrants are not moster that they can not be arrested.... even BDR does not kill indian illegal immigrants... now there are 59 illegal immigrants are in bd jails... do you want us to kill them with cold blood...???

This is not only bd but also human right watch groups has raised the issue of killing innocent civilians... even in USA border guards do not kill illegal immigrants despite terrorist threat in the USA is most high!!!

Do not forget how torture in guantanamo and abu gharib was made head lines all around the world and your BSF is conducting cold blooded muder...

N those who are talking about visa they should know that it is a long and expensive process for any villagers living in border where their needs are urgent and temporary... better talk about how these border village problems can be solved... but it does not defy the reality BSF is killing people with cold blooded mind where as real smugglers are going through the border of India...

None of the BD members ever seem to talk about how this could be prevented by simply not crossing the border illegally into India. Agreed, the BSF seems trigger happy but they aren't shooting innocents here, are they?

I fully support that such people be identified and some sort of ID cards be given to them so as to facilitate their movement.

And again don't blame the Indian Govt alone. Bureaucracy is the same in both countries.

I will say again - Indian law does not cover Bangladeshi citizens. So in the absence of a defined procedure it is upto the BSF to decide what to do based on its own discretion. No one can question them there and say that they must not do this, do that.

Again what is the BDR doing to prevent this ?? If BDR is not capable to do anything, dont blame BSF.

Shootings happen on every border,except perhaps in EU and US-Canadian border. They happen even in the US-Mexican border.India is not alone here.

They may be monsters,they may be angels for all I care - but IPC does not apply to BD citizens and it is entirely upto the BSF to decide what to do.

Now what the BSF do is right/wrong is debatable from a moralistic view but legally they are doing no wrong by shooting the illegal migrants.

Coming to the illegal migrants from India - just 59 ?? does this not show which side is more affected. And what you do is upto the BDR and your Govt because the moment they chose to cross IBs without valid papers they sealed their own fate.
