Every time you hit the fact you just do a U turn and provide yourself a self satisfactory goodness certificate. Why does not pakistan apply the same criteria to taliban ? There are no good guys in this dirty war. Terrorists are one of the serious abusers of human rights (https://www.hrw.org/legacy/about/projects/womrep/General-46.htm). You cannot file a FIR without facts , try filing a FIR in a nearby police station you will know that. Police file a FIR only when the case is good enough to stand scrutiny before a judge in court. Any wrong filing will get them severely reprimanded and in extreme cases suspension. Why do you think rogues like geelani,yasin malik are not arrested simply bcos a valid FIR cannot be filed against them.
